which were modified to meet the proposed code so a permit could be issued. The proposal was <br />briefly discussed and Mr. Mitchell noted that both a building and electrical permit are required <br />by all applicants. Mr. O'Malley briefly reviewed federal and other local laws which are already <br />in place which relate to solar energy provisions. He believed that the issue was well researched <br />and measures taken to ensure installations are made safely. <br />Mrs. Meredith questioned 1155.02(c) use of the word "significant" she felt the words <br />interpretation could create issues. She asked how the numbers and percentages were chosen for <br />height and lot coverage. Ms. Wenger said in defining the percentage and height they tried not to <br />exceed other structure limitations currently within the zoning code. Mr. Mitchell reviewed <br />standard sizes of units and how they would be angled and measured at the face of the panel at the <br />installed height. Mrs. Meredith asked if it would restrict some of the smaller lots from having <br />the ability to have solar cells and Ms. Wenger said smaller lots could install roof top units. Mr. <br />Bohlmann aslced if there were safety issues in place pertaining to installing the electrical lines <br />and Mr. Mitchell said all electrical is required to be underground and are required to follow <br />national electrical codes. Mr. Bohlmann said he liked seeing the sunset clause placed on the <br />permit. Mr. Malone asked why a review should be required in the historic district and Ms. <br />Wenger said landmarks should be involved in the review as solar panels could be placed on roofs <br />or the side yards which would be visible. <br />Mr. Rerko said there are many types of solar applications. A newer type of system has mirrors <br />that reflect the light into a small solar chip and is 40% efficient which is highly efficient. In <br />cases which additional height is needed a variance could be sought. He suggested wording to <br />address sun glare be added to the chapter as some systems can be quite reflective. Active <br />systems traclc with the sun so it would be hard to calculate where it will be fixed for calculations. <br />The setbaclc should be one for one to ensure the fall zone is within the owner's property. <br />Mr. Orlowslci said he agreed with Mr. Rerko's comments and systems of 16 to 18 feet tall were <br />average and as they rotate can be up to 21 feet high. As an accessory use within all districts this <br />could be addressed through a variance. Mr. Laslco felt there were good suggestions to look into <br />and Ms. Wenger said she would address sun glare and could modify the setback to a 1:1 ratio. <br />However she felt the proposed height was good as it allows the city to loolc at each extended <br />height application individually to ensure the impact of the height would not be an adverse <br />impact. Mr. O'Malley said once the code is in place if the height limit is so restrictive it creates <br />an extensive amount of variance requests the height can be readdressed. <br />Mr. Lasko moved, seconded by 1VIr. Rerko, to table Ordinance 2010-10 which was <br />unanimously approved 7-0. <br />Great Northern Multi Moclal Transportation Plan <br />Mr. Laslco said the plan was submitted after two years of hard work and Ms. Wenger slid she <br />was glad to see it completed. Mr. Rerko asked if all recommendations were incorporated and <br />Ms. Wenger said that the recommendations made pertaining to maps and charts were <br />implemented as well as other wording suggestions.
