He enjoyed researching and compiling the
inforrnation. He believes that the report is ready to be sent to the Planning and Design
Commission once a few of the photos are rescanned for better quality. Ms. Wenger said the next
step would be to forward the report to the Planning and Design Commission for their review as it
relates to the Master Plan. The commission can then have the required public hearing at one of
its upcoming monthly meetings, inviting the owner of the property to attend to support or contest
the designation. The office will send notice to the owner who she believes will be supportive of
the designation. Both commissions' findings would then be submitted to City Council for action.
All members agreed the report was well written and thanked Mr. Richner for his hard work. Mr.
Schumann said he thought the first landmark designation in the Historic District was a perfect
start and significant being a Biddulph home. Members discussed placement of the landmark
plaque being installed above the existing historic recognition plaque. Mr. O'Malley reviewed
what should be discussed at the public hearing to ensure all substantive findings/criteria of
Chapter 165.05 are noted on the record. Ms. Wenger said the criteria for designating the home a
landmark must meet more then two characteristics of 165.05(a). The Commission will set the
hearing for November 14, 2011 and work with the office to create a power-point presentation
prior to the hearing. Mr. Schumann noted that landmarks first review of the home lists the home
as being Italianate however it is a vernacular style home. For the hearing the commission will
invite the property owner, Historical Society, local Boy Scout troops and city officials.
