LANDMARKS COMMISSION <br />CITY OF NORTH OLMSTED <br />MINUTES FOR SEPTEMBER 12, 2011 <br />ROLL CALL <br />Mr. Thomas called the meeting to order at 7:00 p.m. in Council Chambers and Mr. Dubowski led <br />the Pledge of Allegiance. <br />Present: David Neville, Dale Thomas, Albert Richner, Tom Dubowski, Paul Schumann, <br />Don Rerko, Bryan Walsh, Maryellen Davis <br />Absent: Robert Parry <br />Staff: Director of Planning and Development Kimberly Wenger, Assistant Law Director <br />Brian O'Malley, Clerk of Commissions Donna Rote <br />REVIEW AND CORRECTION OF MINUTES <br />Mr. Walsh moved, seconded by Mr. Thomas, to approve the amended July 11, 2011 <br />minutes which passed 8-0. <br />OLD BUSINESS <br />Desilznation of Landmarks <br />0 25896 Butternut Ridge Road - report <br />Mr. Richner said the proposal was set up following an outline with the intent to allow anyone <br />who picked it up to understand the house's origins. He enjoyed researching and compiling the <br />inforrnation. He believes that the report is ready to be sent to the Planning and Design <br />Commission once a few of the photos are rescanned for better quality. Ms. Wenger said the next <br />step would be to forward the report to the Planning and Design Commission for their review as it <br />relates to the Master Plan. The commission can then have the required public hearing at one of <br />its upcoming monthly meetings, inviting the owner of the property to attend to support or contest <br />the designation. The office will send notice to the owner who she believes will be supportive of <br />the designation. Both commissions' findings would then be submitted to City Council for action. <br />All members agreed the report was well written and thanked Mr. Richner for his hard work. Mr. <br />Schumann said he thought the first landmark designation in the Historic District was a perfect <br />start and significant being a Biddulph home. Members discussed placement of the landmark <br />plaque being installed above the existing historic recognition plaque. Mr. O'Malley reviewed <br />what should be discussed at the public hearing to ensure all substantive findings/criteria of <br />Chapter 165.05 are noted on the record. Ms. Wenger said the criteria for designating the home a <br />landmark must meet more then two characteristics of 165.05(a). The Commission will set the <br />hearing for November 14, 2011 and work with the office to create a power-point presentation <br />prior to the hearing. Mr. Schumann noted that landmarks first review of the home lists the home <br />as being Italianate however it is a vernacular style home. For the hearing the commission will <br />invite the property owner, Historical Society, local Boy Scout troops and city officials.
