proposes to repaint the building and add new fabric awnings along the fagade. All of the <br />concrete along the Lorain Road frontage will be replaced with the exception of the areas that will <br />be converted into landscape beds. Additional landscaping will be added at the southeast corner <br />of the property. The applicant has been working with the Building Department to address <br />previously cited property maintenance issues. She noted that the plan does not stipulate the paint <br />color which is required. Mr. Mitchell briefly listed a host of property maintenance issues which <br />the new owner had address and those that are pending. <br />Mr. Maison said the building color will be Norwich brown by Benjamin Moore and the awnings <br />will be a jockey red color fabric and noted the mechanical equipment would be painted to match <br />the building color. The new landscaping will soften the front of the building and the rear of the <br />site will be cleaned up and a new dumpster enclosure added. He raised the issue of phasing the <br />work, in particular obtaining permits for the interior work and occupancy while exterior worlc is <br />ongoing. His client would like permission to paint and place the awnings, and later in the year <br />complete the remaining exterior work. Ms. Wenger reviewed that once a permit is issued an <br />applicant has a set timeframe to complete the work. Mr. O'Malley said exterior building and site <br />improvement deadlines are separate and apart from interior building permit deadlines. Ms. <br />Wenger did not believe that development approval and interior renovations were tied to each <br />other nor would it hold up the applicant from receiving their permits. Mr. Rerko asked if there <br />would be any signage on the awnings or light changes made and Mr. Maison said there would be <br />no signage on the front awnings and no site lighting added or removed. Mr. Malone said the <br />plan showed pachysandra around the sitting area and stepping stones which should be changed to <br />English ivy as it is hardier and will handle foot traffic. The Commission discussed rooftop <br />screening and preferred painting in lieu of fencing. Ms. Meredith asked about rear lighting and <br />hours of operation. Mr. Maison said the rear awnings would include signage and the existing <br />wall packs would be kept. Mr. Roath Bun said his business will be closed every night at 8:00 pm <br />and existing wall packs would be maintained. Mr. Bohlmann asked that the older wall pack be <br />replaced to match the newer lights. <br />Ms. Meredith moved, seconded by Mr. Malone, to approve the proposal for CMS11-13 <br />Phnom Penh of 27080 Lorain Road with the condition that the pachysandra be replaced <br />with English ivy, which passed 6-0. <br />C1VIS11-15: Auto Body & Mechanic; 25044 Lorain Road <br />Representative: Mohammad Meslat <br />Ms. Wenger said the proposal consists of a request for a conditional use permit for an auto repair <br />establishment in the general retail business district. While the building had been used for auto <br />repair in the past, no conditional use permit was ever issued and the building had been vacant for <br />about two years. Therefore, this is not a continuation of an existing use but a new application. <br />Building Department noted numerous property maintenance concerns and has been working with <br />the property owner to resolve many of them. Mr. Mitchell said the non-conforming pole sign <br />was removed, asphalt repairs made, windows replaced, masonry repairs made, building trim <br />painted, dumpster enclosure replaced, landscaping addressed and the storm water drain line has <br />been cleaned out and properly connected.
