PLANNING & I)ESIGN COIVIMISSION <br />CITY OF NOItTH OLMSTED <br />MEETING MINUTES OF MARCH 9, 2011 <br />ROLL CALL <br />Mrs. Meredith called the meeting to order at 7:02 p.m. in Council Chambers and led the Pledge <br />of Allegiance. <br />Present: Melissa Meredith, Greg Malone, Ralph Bohlmann, Marlc Mahoney, Robert Parry <br />(arrived at 7:25 pm) <br />Absent: Don Rerko <br />Staff: Planning and Development Director Kimberly Wenger, Assistant Director of Law <br />Bryan O'Malley, City Engineer Pietro DiFranco, Law Department Secretary Annie <br />Kilbane <br />REVIEW AND C0RRECTION OF MINUTES: <br />Ms. Meredith moved to approve the Planning and Design Commission minutes of February <br />23, 2011, seconded by Mr. IVIalone. Motion passed unanimously. <br />NEW BUSINESS <br />CMS11-05: Catholic Charities Housing Corp. Senior Living Facilitv; 26855 Lorain Road <br />Representatives: Maryellen Staab of Catholic Charities Housing Corp.; George Berardi of <br />Berardi + Partners Architects <br />Ms. Wenger said the proposal consists of rezoning 2.2286 acres of property along Country Club <br />Boulevard south of St. Richard Church from Single Residence District B to Senior Residence <br />District for the purpose of building a senior residence facility. The issue before the Planning and <br />Design Commission at this time is the question of rezoning. If approval is given for the <br />rezoning, the applicant will prepare detailed development plans for submission and review by the <br />Commission and City Council. The applicant has provided conceptual drawings for the <br />proposed building and layout; however they are preliminary. Ms. Wenger said the City's Future <br />Land Use Plan supports this location for the development of senior housing, in keeping with <br />recommendations in the 2005 Master Plan. She added that the zoning change would not be <br />contrary to the established land use pattern, and the proposed senior residence is well related to <br />the uses permitted by right or by conditional use permit in such districts. The project will not be <br />a deterrent to the improvement or development of adjacent property. She said the applicant <br />should incorporate screening and buffering that is sensitive to the adjacent neighborhood. <br />Rezoning to Senior Residence District will ensure that this development is specifically dedicated <br />to meet the housing needs of seniors. Ms. Wenger asked that the Commission focus on the <br />broader land use issue, realizing that more details will be forthcoming. <br />Mr. O'Malley suggested the Commission look at the project broadly and consider the Planning <br />Director's report. He said ultimately Council will make the determination on this project. He <br />added that the master plan provides a foundation.
