IN COUNCIL CHAMBERS <br />I. ROLL CALL: Chairman Tallon called the meeting to order at 7:40 P.M. <br />Present: R. Tallon; T. Brennan; R. Koeth; K. O'Rourke; S. •Asseff; and W: Spaulding. <br />Absent: D. Cameron Alstari Also Present: Assistant Law Director Dubelko; City Engineer Deichmann; Building <br />Commissioner Conway; and Clerk of Commissions Rote. <br />II. REVIEW AND COKRECTION OF MIlNUTES: . <br />R. Tallon motioned to approve the minutes of September 22, 1998, seconded by T. Brennan. <br />Roll call on motion: Ta11on, yes; Brennan, yes; Koeth, yes; K. O'Rourke; abstained, S. Asseff; <br />abstained, and Spaulding, yes. The September 22, 1998 minutes were approved as written. <br />III. BUII.,DING DEPARTMENT REQUESTS: <br />A) St. Richards Church, 26855 Lorain Road <br />The proposal is to construct addition onto the existing church to provide for additional seating <br />and storage areas. Variances will be required. <br />Mr. Ryba representing St. Richard's presented the proposal. Saint Richard's is located on <br />Lorain Road. The thought process is to combine the Masses that are held in the basement with <br />that of the Masses that are held in the main Church. We are looking to remove portions of <br />both the east and west walls to accommodate the addition that is desperately needed. We will <br />match the existing materials, by using the same color brick, the exact type is not available but <br />the color, and texture will match. The design of the windows will follow the existing <br />windows concept. The landscaping that is present now will be maintained, and any <br />landscaping that is moved to accommodate the addition will be used on other parts of the <br />grounds or worked back into the landscaping after the addition is added. The goal is to get <br />the addition to blend into the existing building as close as possible. There is 399 parking <br />spaces required, and we have 312 parking spaces now. Mr. Tallon questioned if the amount <br />of parking spaces would be enough for the size of the facility. Mr. Ryba suggested the <br />addition is to accommodate the parishioners that go to Masses held in the basement. As in the <br />past there -are only two times during the year when the parking that is there now is cramped <br />and that is during Easter and Christmas. Mr. Tallon suggested Mr. Ryba indicate on the site <br />plans where the landbanked parking would be located thereby identifying it for the future. <br />Mr. Tallon asked if any members of the audience had questions for St. Richard's. Ms. Karban <br />introduced herself and asked what was meant by landbanked parking. Mr. Tallon explained <br />what landbanked parking was, and indicated that at this time no additional parking would be <br />added. However in the future if there is a need for additional parking they can use the <br />landbanked areas that are identified on the site plan. Ms. Karbon asked were the dumpster <br />would be located while the work is being done. W. Tallon indicated that he assumed the <br />dumpsters would be placed in the main parking area while the work is taking place. <br />R. Tallon moved to approve the proposal of St. Richard's Church 26855 Lorain Road, the <br />proposal to construct an addition onto the existing church to provide for additional seating <br />and storage areas. There will be no variances required the landbanking has been done by the <br />Planning Commission and the new prints will include the landbanked parking areas. We will <br />pass this on to the Architectural review board, and we see no reason for them to come back to <br />planning a second time, so they will go on to the Board of Zoning and Development for
