Fisher, NCARB (Donatos Pizza) 26170 Lorain Road: <br />Proposal to construct Donatos Pizza parlor, located on the north east corner of Lorain <br />and Cauterbury. <br />Mr. Tyson, representing Donato's Pizza, presented the proposal and introduced Mr. Fisher, <br />architect. He advised there is currently a store in Lakewood which was converted from a B.P. <br />Station. Mr. Tyson explained at the North Olmsted site they have decided to demolish the old <br />Citco Petroleum Gas Station and construct a Donato's Pizza building. He noted there are over <br />130 Douato's restaurants that operate in the eastem region including: Michigan, Indiana, <br />Kentucky, Alabama, Tennessee and soon in Atlanta. Mrs. O'Rourke questioned if this has been <br />approved by the E.P.A. for development. Mr. Tyson explained all the equipment has been <br />removed from the site and it is currently undergoing remediation. It yvas noted there are existing <br />soil test tubes which are monitoring the ground water. Mr. Tyson stated there is only one <br />contamination that is above detection which he identified as Benzene, but it is not far above what <br />is considered non-detectable levels. Mr. Brennan questioned if the restauraut would include a <br />drive-thru. Mr. Tyson identified an express pick-up, a drive thru with no menu board, as <br />customers would be required to call ahead to place an order. He estimated business to include: <br />50% delivery, 30% pick-up and 20% dine-in. Mr. Brevnan questioned the use of the proposed <br />party room and was advised this would be a reserved area for birthday parties or business <br />meetings but can also be used as an overflow area for the dining room. Mr. Brennan had <br />concems about the number of parking spaces. Building Commissioner Conway explained they <br />have 52 seats iu the building and they are providing 26 parking spaces which complies. with the <br />cities codes. Mr. Spalding questioned if this facility would match the one in Lakewood. Mr. <br />Tyson stated the only difference will be there is no party room or express pick-up area on the <br />facility in Lakewood. He coufirmed there will be no exterior microphone at the pick-up window. <br />Mr. Tallon noted, per the building commissioners memorandum, variances will be required for <br />the following: 1) Front setback is at 69 feet, 75 feet is required; 2) side setback on corner lot is <br />67 feet, 75 feet is required; 3) Driveways are not at 90 degrees; and 4) there are five wall signs <br />aud only one is permitted (Incomplete dimensions but square footage is also over; No details on <br />ground sign). Mr. Couway advised the lot noted on the site plan as "existing non-developed <br />residential lot" is actually for the most part zoned commercial. He noted there is a small triangle <br />in the back that is zoned residential, but any part of that lot that abuts this proposed development <br />is zoned commercial. The members had no problem with the setback variances iequested but <br />could not understand why the driveway and signs could not conform to code requirements. Mr. <br />Brennan noted the lighting shows a vertical lamp with a drop glass which the commission would <br />recommend they flatten out. He questioned the wattage for the parking lot lighting. Mr. Fisher <br />advised a metal halide light between 400 and 1000 watt is typically used. In this size lot, Mr. <br />Tallon stated an 1000 watt fixture will not work as the commission requires zero foot candles at <br />the property line. Mr. Fisher agreed to provide photometrics at the next meeting. Mr. Tallon <br />added the lights on the north side of the property should be shielded so that the residents do not <br />see the light bulb and the pole lights should be no higher than the top of the building so that the <br />building will shield the light from the front to the back. Mr. Fisher agreed to comply with these <br />requests. Mr. Spalding wondered if some type of buffer could be constructed along the property <br />lines abutting the residential properties which would be high enough to shield car head lights. <br />Mr. Fisher agreed to construct a fence or plan evergreens. It was noted there are exits on both <br />Canterbury and Lorain Roads. Mrs. O'Rourke suggested making the Lorain Road access right <br />turn only. Mr. Tyson preferred to have right turn only on Lorain Road. Mr. Tallon opened up <br />discussion for audience participation. Mr. Nowak, a resident to the rear, would li.ke to see the <br />6
