COMMUNICATIONS: <br />Ord. 98-36 Mr. Tallon explained he has discussed this ordinance with Mr. Dubelko and basically this <br />ordinance provides relief for shopping centers that have a definite hardship such as Lauren Hills Plaza. <br />He noted Lauren I?'ills Plaza is so far back and "L" shaped it is hard to see the building signs. This <br />ordiuance will allow plaza's in this position to put the names of the stores on the sign. Mr. Koeth <br />clarified this is for ground or pylon signs and questioned the definition of a pylon sign. Mr. Conway <br />explained a pylon sign is taller than it is wide and a grou.nd sign is wider than it is tall. He noted there <br />are limits on the pylon signs as far as overall height. <br />R Tallon moved to recommend that council pass Ordinance 98-36, seconded by T. Brennan and <br />unanimously approved. VI. COMNIITTEE REPORTS: No items. <br />VII. NIINOR CHANGES: No items. <br />VIII. NEW BUSINESS: ` <br />Mr. Conway mentioned he belie'ved the first case under new developments was under the wrong <br />heading as Preliminary land use is not an engineering issue. Although the best solution would be to <br />create a new category for Preliminary Land Use, after researching the agenda requirements it was <br />found that the agenda order is set by ordinance, which makes- it more difficult to change. Mr. Conway <br />believed the best alternative would be to place these items under communications wher.e ordinarices <br />commonly come from council. Mr. Tallon agreed communications would be the best location, but <br />advised the development plans would have to be placed under building department when it comes <br />back. Mr. Conway expla.ined, in theory, council can act on the preliminary land use without any input <br />from planning cominission. <br />Mr. Koeth questioned what can be done to influence the board of zoning appeals decisions on the <br />variance requests. Mr. Conway eacplained plauviug commission can only ma.ke a recommendation to <br />approve or deny. Mr. Tallon suggested that the clerk send a separate letter to the board of zoning <br />appeals when planuing commission recommends that the board of zoning appeals deny a variance. He <br />believed part of the problem is board of zoning appeals does not have time to read the minutes. Mr. <br />Conway stated the board does read the minutes and aciually visits the site. The plauning commission <br />members had concerns about Candlewood as the other hotels were not granted variances for room <br />sizes. Mr. Conway stated if a letter is needed than the commission should prepare the body of the <br />letter specifically making some strong statements that are not contained in the minutes. Mr. Brennan <br />advised the were not simply just recommending that the variances get denied but were also attempting <br />to maintain some consistency with the other hotels. Mr. Conway questioned if it was clear in the <br />minutes that the recommendation was to keep this hotel consistent with others in the area: Mr. Koeth <br />did not believe the commission was that direct, but it could have been assumed. Mr. Conway stated <br />you can't simply make that assumption, especially when there are new members on a board. <br />IX. OLD BUSINESS: No items. <br />X. ADJOURNMENT: No items. <br /> <br />R.
