W. Grossman indicated that the state commented that they had no jurisdiction diction over <br />the North Ridgeville or North Olmsted proposed locations. Mr. Tallon questioned if the road <br />would be 250 feet from the boarder of North Ridgeville to the proposed site in North <br />Olmsted. W. Grossman commented that it would be 250 feet from the intersection. W. <br />Talon suggested that it didn't seem that the traffic flow was the main concern other than not <br />congesting the traffic into the new development. He suggested that the extension would <br />bottle up the traffic from North Olmsted trying to get onto 140. Mr. Grossman suggested that <br />the road being placed in North Olmsted would help all the traffic in that area. Mr. Grossman <br />remarked that from Q-Panels stand point if the road goes in North Ridgeville it destroys a <br />great deal of valuable Lorain frontage for Q-Panel. 1V1r. Tallon commented that that is what <br />he was getting at, Q-Panel is not concerned with traffic but the frontage on L,orain Street. <br />Mr. Crrossman indicated that Mr. Tallon was correct, but the location would also alleviate <br />traffic backup. 1VIr. Koeth questioned if the City Engineers had reviewed the plans. Mr. , <br />1VIcDermott indicated that he had discussed the extension with W. Griffith and he indicated , <br />that the proposed location was an ideal place. The perfect location would be if the road was ' <br />centered between North Olmsted industrial parkway and the 140 intersection, but that is not <br />possible because of an existing building. Mr. Griffith is in agreement with the applicants from ' <br />a traffic standpoint. Mrs. O'Rourke questioned how many shops would be in the new <br />development. Mr. Grossman indicated that there would be about 95 acres cleared. He <br />commented that the land had been cleared and the road was currently under construction in <br />North Ridgeville. W. Conway questioned if Industrial business would be relocating to the <br />new development site. W. Grossman commented that Industrial business would not be <br />relocating. Mr. Tallon questioned if Mr. Dubelko had reviewed the agreement that W. <br />Grossman discussed earlier in the meeting. Mr. Dubelko commented that he had, and also <br />commented that the Law Director, Mike Gareau, and Eric Zagrens, the Law I3irector for <br />North Ridgeville, had met concerning this matter and that Mr. Zagrens had made certain <br />representations to W. Gareau concerning the proposal. It was W. Dubelko's understanding <br />that the proposed agreement envisioned that North Olmsted would have no obligations <br />regarding construction, maintenance, or repair of the proposed road, and that, in the event of , <br />injury or damage to anyone, North Olmsted would have no liability--that North Ridgeville <br />would indeinnify and hold North Olmsted harmless. He further commented that the details of <br />the agreement would be worked out by both Cities' Law departments if the proposal was ' <br />approved by Planning Commission and Council. W. Tallon indicated that he was concerned <br />about how close the extension would be to Aetna's driveway. Mr. Dubelko advised W. <br />Tallon that the Planning Commission could indicate in their recommendation to Council that <br />Council should consider that matter in its deliberations and perhaps, for example, recommend I <br />the relocation of one of Aetna's Lorain Road driveways to the new road. 1V1r. Schmidt, from <br />Soccer Sport complex indicated that he was familiar with the traffic flow. He had viewed the ' <br />current plans and felt that the extension would help the traffic flow in the area. He believes <br />that the proposed extension would accommodate future development in the area. One more <br />traffic light 5 hundred feet would not hurt and might slow traffic down. <br />, <br />R. Tallon motioned to recommend that Council approve the Q-Panel Company; PP# 234-02- <br />002 their proposal. Which consists of the Cypress Avenue Extension. With the exception that <br />the board would like Council to take a strong look at the Aetna driveway as it is so close that a <br />new driveway cut be made into the extension road for Aetna if they so wish or just relocating <br />12
