? <br />s ? <br />room. In between the doorways square 4' x 4' windows of aluminum frame material to match <br />the entries were added. The other change that was made was the 2 story multipurpose room <br />had a checkerboard style effect which will be expanded along the entire backside of the building. <br />At the last meeting there were issues regarding the type of parking lot lighting. Mr. Grassa <br />handed out samples of the lighting that would be used and reviewed that the new plans depicted <br />where each of the pole lights would be placed. He suggested that the lights were a residential <br />type fixture, which will be mounted on a 15 foot pole light in the 12 locations that are shown on <br />the lighting plans. The fencing will be 5 foot chain-link and vinyl coated in a dark green color. <br />Mr. Koeth asked to see the samples. Mr. Grassa indicated that the base material up to the <br />windowsill would be concrete split face block unit that will be a chocolate color. The vinyl <br />siding will be a light cream color, which will sit on top of the masonry block. The two-story <br />space above the base course will be a lighter split face block. The checkerboard banding will be <br />alternated with two colors, chocolate and cream. There will be 8x8 glass block fixtures used for <br />lighting in the checkerboard banding. The shingles will be a brownish gray. Mr. Brennan <br />questioned why vinyl siding would be used on the building, as the structure would be much <br />more upscale using brick. Mr. Grassa sugaested that it would blend the building into the <br />residential neighborhood better than using all brick. Mr. Burk suggested that it would be more <br />familiar to the children as well as the parents. They are trying to give the building a residential <br />feeling which vinyl siding helps to achieve. There is also an economic issue for the applicants <br />and using vinyl siding helps keep the overall cost down. Mr. Grassa suggested that vinyl siding <br />was also low maintenance. Mr. Brennan suggested that the light poles would have 250watt <br />metal halide fixtures on a 15-foot pole. The wattage is too high for the pole height, especially <br />around the abutting properties which are residential. He requested that the applicants use a <br />shield for the back of the fixtures, which abut the residents. Mr. Grassa suggested they would <br />have no problem using blackout panel shields on the pole lights to shield the residents. Mr. <br />Tallon indicated that the applicants showed high pressure sodium lights with 70 watt & 250 <br />watts and asked which size would be used. Mr. Grassa suggested the second sheet of the site <br />plans showed the wattage that would be used which will be 250watts. Mr. Tallon indicated that <br />the board had recommended 12 foot poles be used and questioned why metal halide lights were <br />being used in a residential type area. He inquired as to why soft incandescent lights where not <br />being used. Mr. Grassa suggested that the amount of lights would have to be tripled to achieve <br />the same illumination level. Mr. Tallon questioned if the applicants were trying to achieve a safe <br />area or light the area up like a Christmas tree. Mr. Burk indicated that that they were trying to <br />achieve a safe area, as there would be functions that take place at night in the building. Mr. <br />Grassa suggested the lights could be put on a timer, to have them shut off at 10:00 or 11:00 <br />p.m. and only have one or two stay on throughout the night. Mr. Tallon indicated that the <br />board wanted the lights to have a zero reading at the property line. He further suggested that <br />the light should not be such that the residents abutting the property can read their newspaper <br />from your lights. Mr. Tallon commented that when the board indicated they wanted residential <br />lighting that meant the light bulbs also. Mr. Burk suggested that residential lights would burn <br />out to fast. Mr. Tallon suggested that there was extended life residential type bulbs as well as <br />others, that were softer lights. Mr. Brennan suggested looking into using high-pressure sodium <br />light like the yellow street lighting which might blend in more. Mr. Burk sugaested that a <br />sodium light is yellow. Mr. Brennan indicated that streetlights were yellow so that the light is <br />softer on the residents. Mr. Tallon strongly suggested that the board wanted softer lights, as the <br />2
