<br />Parking Requirements for Sho??ing Centers recommends the following parldng ratios: <br />RECOMMENDED PARHING RATIOS <br />(parked cars per 1, 000 s.f. of GLA) <br /> Percentage of GLA in Restaurant, Entertainment, and/or Cinema Space <br />Center Size (GLA in <br />square feet) <br />0-10% <br />II-20% <br />>20% <br />Less than 400,000 4.0 4:0 Shared parldng <br />. <br />400,000-599;000 4.0-4.5 4.0-4.5 Shared parldng <br />600,000 and over 4.5 4.5 Shared parldng <br />Several important factors should be taken into account in reading these recommendations: <br />First, the recommendations aze based on GLA, that is, on that part of the sho,pping center <br />which is leased to tenants for specific parking demand-generating uses. GLA is less than <br />"total floor area" and is thus. a smaller basis for computation of parking requirements. <br />Given the collective design and operation of an enclosed shopping mall, which has <br />extensive enclosed walkways, collective restrooms, ma11 management offices, meeting <br />rooms, and other spaces not present in single-store commercial sites or even in small strip <br />centers, GLA is an appropriate standaxd of ineasurement. (Note that even GLA includes <br />leased floor area which is dedicated to non-customer use.) <br />Second, the parked car surveys prepared for the 2nd Edition measured the amount of <br />parking occurring at shopping centers during the "20' busiest hour". This "20'h <br />busiest hour" occurs during the peak Christmas shopping season. - The recommended <br />parking ratios are designed, therefore, to accommodate shopping ma11 parking demand in <br />what has been, historically, nearly the busiest possible market conditions. Quoting the 2nd <br />Edition: <br />'This recommended provision of parldng spaces will provide the typical shopping center with <br />sufficient parldng to serve the parldng needs of customers and employees at the 20' busiest hour <br />of the year. Moreover, these recommended ratios pravide for a surplus of parldng spaces during <br />all but 19 hours of the more than 3,000 hours per year during which a shopping center is open. <br />During 19 hours of each year, which aze typically distributed aver four peak shopping days, some <br />patrons will not be able to find vacant spaces when they first enter the center." <br />Implicit in use of this parking ratio is, therefore, a choice to provide an amount of <br />parking which satisfies the very high seasonal parking demand which only egists <br />during a very short period of the year. The excess parldng spaces are largely vacant <br />during the non-peak remainder of the year. Quoting the 2nd Edition again: <br />Page 4 of 6
