? <br />?.: <br />V. COMMUIVICATIONS: No items. <br />VI. COMNBTTEE REPORTS: <br />1. Ordinance 2000-118: <br />An ordinance creating new section 1139.12 of chapter 1139 of the zoning code, entitled <br />"Irrigation of landscaped areas, " so as to require that all landscaped areas located on parcels of <br />land within the general retail business district be serviced by underground irrigation systems. <br />Mrs. O'Rourke questioned if this was to keep the properties from looking scrubby, and if the <br />property owners don't are we going to fine them. Mr. Koeth questioned how would this matter <br />be policed. Mr. Dubelko commented that this is part of the zoning code so any new <br />developments in the retail business district including parking areas would have to include <br />underground irrigation systems for the landscaped areas. Mr. Hreha questioned if there are any <br />similar ordinances in surrounding communities. 1VIr. Dubelko answered not that he is aware of. <br />Mr. Tallon commented that he thinks the intent or idea is good, but also didn't know how the <br />City would enforce it. Mr. Dubelko answered they enforce it when a developer comes in with a <br />plan to improve a parking area and they are requiring to do landscaping, they will not get their <br />building or occupancy permit until they put in the underground irrigation systems. <br />R. Tallon made a,motion to recommend approval of ordinance no. 2000-118, creating new <br />section 1139.12 of chapter 1139 of the Zoning Code entitled irrigation of landscaped areas. S. <br />Asseff seconded the motion. Roll call on the motion: R. Tallon, S. Asseff, "yes". K. O'Rourke, <br />T. Hreha, W. Spalding, C. Allan, and R. Koeth "no". Motfion Deniedo <br />VII. NIlNOR CHANGES: <br />VIII. NEW BUSINES S : <br />IX. OLD BUSINESS: <br />X. ADJOURNMENT: <br />K. O'Rourke motioned to adjourn the meeting. The motion was seconded by R.
