Mr. Rymarczyk indicated that on Dewey Road for <br />the parking a 5 ft. variance, along Lorain for parking a 15 foot setback variance, <br />and a 70 foot variance for the building. That is taking into consideration the tree <br />lawn and sidewalk being included in that 15 feet, which reduces it from the <br />rightaway lane. Mr. Tallon questioned Mr. Suhayda if that was correct. Mr. <br />Suhayda indicated "yes." He also apologized-for the confusion. He indicated that <br />Landmarks sent them to Planning Commission. NIr. Rymarczyk indicated that the <br />Secretary of Landmarks stated that it is not in the Landmarks Commission. Mr. <br />Allan thanked the residence that came forward to state their opinions. He believes <br />the cart is before the horse. Mr. Allan indicated that the building is secondary and <br />that the rezoning should be primary, in which he is opposed to the rezoning. Mr. <br />Spalding indicated that he is opposed to the rezoning as well, but he encourages <br />the, applicants to work on the remaining property that they do. have. He indicated <br />- that the Board might be more favorable. He. reiterated the residences concerns. <br />Mr. Hreha indicated that he is disturbed with Halleen's total disregard to <br />agreements made with the City in the past. He indicated it appears to be flagrant <br />and weakly fashion; yet he is here asking for something else. He questioned how <br />the Board would know that anything Halleen would agree to would be upheld in <br />the future. No further comments were made. R. Tallon motioned to send Halleen KIA; 27726 Lorain Rd. for the proposal, <br />which consists of the demolition of 2 existing buildings and the construction of a <br />new car sales building to Board of Zoning Appeals and recommend that the <br />variances be denied for the Dewey Road 5 foot parking variance, the Lorain Rd. <br />va'riance of 15 feet for. parking and the building variance for 70 square feet <br />setback. The motion was seconded by K. O'Rourke and unanimously approved. <br />Motion carried. <br />Great Northern Mall• PP# 236-09-002 & 003 235-28-001 and 236-14-004 <br />Proposal consists of a 270,000 square foot expansion to Great Northern Mall arid <br />an area variance request for parking space ratios, resulting from the proposed <br />expansion. <br />Chairman Tallon called all interested parties forward to review the proposal. <br />Mr. Bruce Rinker from the firm of Mansour, Gavin, Gerlack & Manos Co., LPA, <br />representing the developer for the mall Simon Properties, came forward to review <br />the proposal. He indicated that Simon is the former ovmer of the mall who is <br />very familiar with the property. Mr. Rinker indicated that they are trying to work <br />with the city and the mall owner for a-positive expansion inside the mall site <br />itself. Mr. Rinker indicated that NIr. Barker and Mr. Majewski are also present. <br />He indicated that what they . are looking to do is to establish a footprint for a <br />department store along with other retail space. The addition is roughly 270,000 <br />square feet, located in the lower area on the south central part of the mall. The <br />variances involved two specific issues, (1)is the overall coverage for the entire <br />mall site with the expansiori of the building space, and (2) with the loss of the <br />number of parking spaces corresponding with this expansion, there is a change in <br />the overall-parking ratio. Mr. Rinker indicated he would like to review a chart to <br />demonstrate to the Board what they believe to be the state of the art market place,
