Today the areas in question do have ground <br />signs in place and the police could make a recommendation on whether or not the ground signs <br />constitute a safety problem or not. Earlier it was mentioned that there were topics in the <br />proposed ordinances that are covered in other chapters of the zoning code. The City might want <br />to reference the area in the code that they are defined in, in this chapter. Councilman, Michael <br />Gareau Jr. came forward to speak. Mr. Gareau Jr. commented that he wanted to address more of <br />the procedures to be used as opposed to the actual substance of this ordinance, which he thinks <br />the Planning Commission has had a sufficient dialogue on this evening. There currently is no sign <br />code within the City of North Olmsted. There are no standards in which to govern the placement <br />of signs and as it stands now some members of Commerce have noted that they can put up <br />anything they want. There is some question as to whether or not that is true, but they are not <br />governed by the standards that we were governed by before. He would like to caution the <br />Planning Commission rriembers if there are some concerns that they have relative to this ordinance <br />it is within their power to hold it in committee and pass on it at a later date. However the <br />ordinance needs one more reading by Council, followed by a Building Zoning and Development <br />meeting, followed by a public meeting and passage at a third City Council meeting. So there is <br />ample opportunity for the Chamber of Commerce and any citizen to become involved in the <br />process and make recommendations for changes. Changes are made on regular basis with <br />legislation that is pending. He would like to note that if the ordinance is held in the Planning <br />Corrunission that that process would hold up the passage of an ordinance that puts some <br />standards in place to govern the placement of signs in the City. He knows there has been talk, <br />about businesses being able to put up what ever they want as he has heard that comment made. <br />He does not agree with it, but it does concern him that that is the attitude some people would <br />have with the placement of structures within our City. -If it is the Commissions wish to hold the <br />matter before itself, that is within their province. However he would like to remind the <br />Commission that some of the concerns that they have mentioned could be flushed out before his <br />committee, that he is a member of the Board of Zoning and Development. As well as the public <br />hearing and the City Council meeting where it will be on second reading and the Council meeting <br />where it will have a third reading and passage. Mr. Tallon thanked Councilman Gareau and <br />commented it was a point well taken. Mr. Deichmann indicated that since there were so many <br />concerns brought up about traffic hazards he suggested that the traffic engineer be consulted not <br />just the police department. <br />R. Tallon motioned to pass Ordinance 200-12 on to the traffic engineer for his review and that the <br />ordinance be tabled to the meeting next which will be Tuesday, February 29, 2000 at 7:30PM.. At <br />which time a recommendation will be made to Council. The Commission would like the traffic <br />? <br />engineer to attend the meeting if that is possible. Mr. Koeth indicated that he would like Building <br />Commissioner, Dave Conway at the meeting. Mr. Spalding commented that he would like to see a <br />list of the Chamber of Commerce concerns at the next meeting. Mr. Tallon remarked that would <br />be fine but we will not hold the ordinance up if they do not have a list. The motion was seconded <br />by Mrs. O'Rourke and unanimously approved. Motion Carried. <br />VI. COMIVQTTEE REPORTS: <br />Mr. Spalding reviewed that there would be a Master Plan meeting Thursday February 24, 2000 at <br />7:30PM. They will be reviewing chapters 5& 6 of the Master Plan. <br />12
