-' indicated that this proposal would not be fair to the Parry's, the neighbors. Mr. Wolf <br />questioned which ordinance Mr. Engoglia's comment was based upon. Mr. Engoglia <br />replied "because it would be in the neighbors driveway." Mr. Engoglia suggested <br />moving all of the fencing back. Mr. Engoglia indicated that Mr. Wolf has a large <br />property and all Mr. Wolf would have to do would be to walk the dogs to the rear of the <br />property. Mr. Wolf indicated he didn't want to have to walk the dogs to the rear. Mr. <br />Wolf indicated that the ordinance was passed so that the two fences put together had <br />grass in between them. Mr. Engoglia indicated he knows what the ordinance says. Mr. <br />Wolf indicated that the reason the applicants were there paying the City $50.00 and <br />wasting ten weeks of their time is because the building department will not make a <br />decision on how apart fences should be. Mr. Engoglia indicated that the Building <br />Department does not want to create a"dog run." Mr. Wolf questioned Nlr. Rymarczyk if <br />he had the ordinance on a"dog run." Mr. Rymarczyk indicated he did not. Nlr. Wolf <br />indicated that there was no ordinance regarding a"dog run. Nlr. Rymarczyk indicated <br />that a"dog run" would be considered an accessory structure and it would then have to be <br />five feet off the property line. Mr. Wolf indicated it was not a"dog run", but a way to <br />get from the house to the back yard without going through the driveway. Mr. Klesta <br />questioned how far the secondary fence would be from the first fence. Mr. Wolf <br />indicated it would be.50 inches from the first fence. Mr. Klesta indicated that was tight <br />and it would not look good. He sugaested placing the fence right off the house for a <br />more contained look. Mr. Wolf indicated he would lose 13 feet of the property. Nlr. <br />Klesta indicated that it would look more like a yard than a contained little area. Mr. <br />Wolf indicated that it would waste a tremendous amount of space. Mr. Engoglia <br />indicated that those were the objections to a"dog run". Mr. Wolf indicated it was not a <br />"dog run." Mr. Klesta indicated that if the one neighbor did not have a problem with it, <br />it would be unobjectionable, but the neighbor who has to look at this is the one has a <br />problem with it. Mr. Wolf indicated that part of the fence includes part of the neighbors' <br />driveway. Mr. Klesta indicated he noticed it, but he indicated that that was done in the <br />past and is not in the proposal before them at this time. NIr. Wolf questioned if that <br />was the reason the Parry's were upset. Mr. Engoglia indicated that he did not know why <br />the neighbors were upset, but he would not want to have to look at a"dog run" right next <br />to his property either. Mr. Wolf questioned if the Board was calling the corridor a"dog <br />run." Mr. Engoglia indicated yes, that he did not have any other name for it. W. Wolf <br />indicated he has a motor home sitting in the back yard and if he moves the fence in 13 <br />feet in, the motor home would block the rear completely. Mr. Wolf indicated he chose <br />50 inches because it would be a wide width that any tractor could be pulled through. <br />Mr. Engoglia questioned if Mr. Wolf is sure he wants to stay with 50 inches. Mr. Wolf <br />indicated yes. Mr. Engoglia indicated that if Mr. Wolf stays with the 50 inches the <br />Board would have to deny the proposal. Mr. Wolf wants to know on what the decision <br />to deny is based upon. Mr. Engoglia indicated that the neighbor objects to it, it is in a <br />historical district and the Board does not want dog runs. W. Engoglia indicated that <br />Mr. Wolf is concerned with the placement of the motor home, which is tremendously <br />large. Mr. Wolf indicated that he has been to Council, to the Mayor and there had been <br />no objections. He indicated that Council stated to him that there had been an error when <br />making the law. Mr. Wolf indicated that the Board is making a law. Mr. Engoglia <br />indicated he is not making a law, he is just reviewing that the Board does not want a
