T. Liggett motioned to accept the Babies R Us/Developers Diversified of 26520 Lorain Rd. out ' <br />parcel building the way it is presented with the following recommendations: 1) The details from <br />the previous submissions on the columns and the cornice be put back on the building and create <br />the details that are needed to finish the building. 2) The landscaping is to be reviewed and ? <br />corrected as per Chairman Zergotts recommendations and incorporated into the project. 3) <br />Explore different possibilities for the sign ban and the building to create some interest. Elias Bros.; 26770 Lorain Rd. <br />Proposal consists of demolishing the existing restaurant and replacing it with a Steak N' Shake <br />Restaurant and Quick Change building. Note: Variances will be required for sign package and <br />additional variances may be required pending Engineering's review. <br />Chairman Zergott called all interested parties forward to review the proposal. Chris Manners, <br />the property owner, Don Sassano, the real estate broker for Steak N' Shake, Tim LeGanke, the <br />president and owner of Quick Change, Jeff Scott, the project manager for Steak N' Shake, all <br />were present to review the proposal. Mr. Scott commented that when they went to the Planning <br />Commission ineeting there were about four or five things that they wanted Steak N' Shake to <br />consider. There are two reports, one from the Forester and one from the Fire Department. The <br />Fire Departments report expressed concern with the traffic flow in and out of the east and west <br />driveways. The Foresters report focused on saving all the trees in front of the existing building. <br />Mr. Zergott commented that they should definitely save it all. Mr. Scott replied that not all the <br />landscaping is in good shape, especially around the building. Mr. Zergott replied that they would <br />expect that all of the foundation planting is removed and replaced with new foundation planting <br />for the new building. Mr. Scott commented that they put a pork chop in the drive in area to <br />encourage people to veer to the right of the building as they should for the drive through. They <br />are adding 10 feet of landscaping all down both sides of this property. The Steak N' Shake will <br />be a white tile glaze brick building. They are only proposing 1 sign, which code allows. The <br />awning is a black and white 3M product that has an 8 to 10 year life span. NIr. Zergott <br />questioned if they will under light the awnings. Mr. Scott replied yes. Mr. Zergott commented <br />that the light will probably shine through the white portions of the awning and if it does it <br />becomes part of signage. Mr. Scott replied that they could look at an exterior light that shines <br />down instead of over the top. Mr. Yager questioned if that would be like a Boston Market look. <br />Mr. Scott replied yes, Boston Market uses the gooseneck lights, where they would use a <br />continual strip approach. They have a photo metrics study which shows all of the pole lights that <br />are 27.5 feet tall and are all directed down on the lot. Mr. Yager questioned if they had a drive <br />through. 1VIr. Scott replied yes. Mr. Yager commented that is why you want this loop around the <br />building. Mr. Scott replied that their drive through has a nine car capability. The Planning <br />Corrunission had asked them to move the east parking up against the building and after they <br />discussed it, it does not seem feasible. The turning into Quick Change would be an issue and <br />secondarily this drive through lane does tend to back up and if you put the cars against the <br />building you would be blocking people in. Mr. Yager questioned how many parking spaces are <br />required in this program. Mr. Rymarczyk commented that they have adequate parking for what <br />they are proposing. Mr. Yager questioned why have people come in on the left and do a loop <br />around to the right, flip the Quick Change closest to the west so that everyone comes in on the <br />right and then all the traffic is flowing the same direction. Mr. Liggett commented that they are <br />still going to be provided an entrance at both sides it is just that the main entrance would be the <br />east entrance. Mr. LeGanke commented that there is room for the cars to go to the drive through <br />4
