9.12 Contemporary design for alterations and additions to existing properties sha11 not <br />be discouraged when such alterations and additions do not destroy significant historical, so <br />architectural, or cultural material and such design is compatible with the size, scale, <br />color, material, and character of the property, neighborhood or environment. <br />9.13 Wherever possible, new additions or alterations to structures shall be done in sueh <br />a manner that if such additions or alterations were to be removed in the future, the <br />essential form and integrity of the structure would be unimpaired. <br />Section X: Amendynent of By-laws <br />10.01 These By-laws may be altered, amended, or repealed and new by-laws may be <br />adopted, at any meeting of the Commission at which a quorum is present, by the <br />affirmative vote of the majority, provided notice of the proposed alteration, <br />amendment, or repeal is conta.ined in the notice of the meeting. to <br />10.02 For the constniction of these by-laws, whenever the context so requires, the <br />masculine sha11 include the feminine and neuter, and the singular shall include the <br />plural, and conversely. If nay portion of these by-laws sha11 be invalid or <br />inoperative, then, so far as is reasonable and possible; <br />- . The remainder of these by-laws shall be considered valid and <br />operative; and <br />• Effect shall be given to the intent manifested by the portion held <br />invalid or inoperative. <br />?
