W. Kreinzar motioned to grant Sylvia Lachnit of 3932 Eleanor Dr. her request for variance (1123.12). <br />Which consists of adding a 1-bay garage addition to existing attached garage and that the following <br />variances be granted: <br />1) A special permit to add to a nonconforming building (1165.02). <br />2) A 11.5 ft. variance for adding to existing to extend into front yard required setback (code requires 50 <br />ft., applicant shows 38.5 ft.), section (1135.06 A). <br />Note: Previously heard by Board of Zoning Appeals on 5/3/01. Variance granted for rear yard setback <br />(33') and special permit approved. <br />Which is in violation of Ord. 90-125 section, 1165.02 and 1135.06 A. The motion was seconded by J. <br />Konold and unanimously approved. Granted 8/3/01. <br />5. Grant B. Sarver; 4397 Coe Ave. . <br />Request for variance (1123.12). The proposal consists of keeping a travel/camper trailer in the front <br />yard. The following variance is requested: <br />1) A 3 month variance for keeping a travel/camper trailer in the front yard while repairing it, (code <br />permits a period not exceeding 72 hours in any consecutive 21 day period, applicant shows 3 <br />months). <br />Which is in violation of Ord. 90-125 section, 1135.02 H 3. <br />Chairinan Maloney called all interested parties forward to review the request. The oath was administered <br />to Grant, Pat, and Donald (son) Sarver, the owners, Judy Glouver, neighbor from 4408 Coe Ave., Evelyn <br />Hitchcock, a neighbor from 4396 Coe Ave., and Donna Dolezal, a neighbor from 4387 Coe Ave., whom <br />were all present to review the request. Mr. Sarver indicated that he bought a trailer in 1971 and planned <br />on using it when he retired. It has a lot of damage, so they are working on it in his driveway. Mr. <br />Konold questioned if the trailer would be gone after he is through working on it. Mr. Sarver replied that <br />he planned on traveling in it. 1VLr. Konold clarified his question and asked if it would be stored elsewhere. <br />Mr. Sarver repiied yes. Mr. Maloney questioned if the neighbors had comments. Mrs. Glouver indicated <br />that the trailer has been there for three months. They have had numerous different large items parked in <br />their yard and she believes that this is a pattern and an eyesore on the neighborhood. Ms. Hitchcock a <br />neighbor directly across the street, indicated that she has looked at this for twenty years. She feels that <br />there was no intention of moving it. She thinks that they have had plenty of time to get it repaired and <br />out of there. They should have hired somebody a long tiine ago to fix it and get it out. There used to be <br />a big horse trailer in the yard that is also an eye sore. Another neighbor recently invested many dollars <br />into improving her property and everyone else around the neighborhood takes care of their property, <br />except for this eyesore. Donna Dolezal indicated that she was a neighbor, but she was also Crrant and <br />Pat's daughter. Mr. Konold questioned what the timing was that he is asking for on this. Mr. Sarver <br />indicated that he asked for three months. Mr. Maloney commented that he thinks there is a problem here, <br />the trailer has been here for quite some time and to have it extended for another three months is entirely <br />too long. When you need repairs like that, there are mechanics and you can't depend on friends and <br />neighbors to do alI these repairs over a periocl of time. It is a residential neighborhood and he could _ <br />agree to two weeks to get it cleaned up and moved on, but he cannot personally agree to three months. <br />Mrs. Sarver commented that when the trailer was on the side of the house for twenty years it was within <br />the laws of the City. She doesn't know if the laws have changed, but it had to be even with the house. <br />Mr. Sarver indicated that he put landscaping in around the trailer when it was there. Mr. Kelly suggested <br />extending this one-month to get things going to be able to get the majority of it done. Mr. Konold agreed <br />with NIr. Kelly's recommendation. Mr. Maloney called for a motion. <br />T. Kelly motioned to grant Grant Sarver of 4397 Coe Ave. his request for variance (1123.12).
