Mr. Tallon suggested <br />that if Mr. Kronz did acquire all the land he needs then he could develop three class B residential <br />lots. Mr. Stephenson indicated then there could be three homes built even if he says he only <br />wants one home built. Mr. Deichmann indicated that if the land is acquired and a plan is <br />submitted to combine the parcels then they would have to come before this board and then legal <br />notices would be sent to all the abutting lots. Mr. Koeth indicated that he used to live on Forrest <br />Ridge Road and there has always been the possibility of that land being developed if all the <br />homeowners along 1VIcKenzie sold a portion of their lot. There could be a whole development. <br />He agrees with Mr. Allan that the board has Ao concentrate on this lot that has already been <br />approved by Council. Councilman Miller indicated that there has been quite a bit of discussion <br />about this and he would like to clarify what took place. He suggested that the Mayor brought the <br />issue to Council and indicated that he was approached by a private individual who wished to <br />purchase the land. At the time, the ]and was not producing any tax income to the City and the <br />purchaser was willing to pay at or above the appraised amount. Council was advised that if the <br />land was put on the public market with a Realtor after paying the Realtors commission the City <br />would get less income then what the property was truly worth. Council was advised that it was in <br />the best interest of the City to make this land produce some taxable income. The buyer <br />speculated that he would acquire joining property and then build a home that would conform to <br />the area and the City of North Olmsted. Councilman Nashar, Council President, Saringer and <br />himself are all present and listening to the residents concerns regarding how many homes will be <br />on the lot and how it will look compared to the other homes in the area. The only reason Council <br />passed the ordinance is because they were lead to believe that it was in the best interest of the City <br />to do so. Mr. Tallon questioned if once the land was titled would it be added to the tax bases. <br />Mr. Deichmann indicated that was correct. Mrs. Ginley questioned if the sale of the land was <br />only a done deal if Planning Commission approved the lot split. Mr. Tallon answered "no" this is <br />really nothing more then a formality because the deal was already approved by Council. The only <br />reason this deal is in escrow is that it is waiting for this lot split. "The land is sold". Mrs. Ginley <br />questioned if the board voted no would the deal be called off? Mr. Tallon indicated that this <br />board could not vote "no". Mr. Hreha commented that the Planning Commission is only a <br />recommending body to Council and even if this entire board votes "no", Council still has the last <br />say as we just recommend to CounciL 1VIr. Allan indicated that City Council already approved the <br />purchase agreement last year. Mr. Dubelko indicated that it is clear that somewhere along the line <br />Mr. ICronz approached the City. He only wishes to buy 213 feet of this parcel, as he is <br />speculating that he is going to be able to purchase the land in the middle and then build a home. <br />Evidently, the City thought it was a good idea and the administration requested the legislation to <br />allow the purchase of the land and Council approved the legislation. He is sure everyone <br />understood that it was all based on the speculation of Mr. Kronz purchasing land in the middle. <br />Then it would be developed into one, two, or three residential lots. No one in the City can or <br />should hide from that, because that is what everyone had to understand, that is what they were <br />doing when they sold off this surplus land. The contemplation was that this buyer would <br />eventually be successful in acquiring the middle land and developing it in a residential manor. Mr. <br />Hickernell questioned if the entire rear lot was sold. Mr. Dubelko indicated that was correct. <br />7
