The power that is being <br />transmitted from our towers are lower then lights or hair dryers used in the residents homes. Mr. Asseff <br />suggested using a cell-phone as an example so the residents could better understand. Mr. Subiaur <br />suggested that beams used for cellular telephones are scattered beams because you do not lmow where <br />the telephone is located. Our beam is a pinpoint system shooting from one antenna to the two antennas <br />on these two buildings only. If the beam is off in any why the unit will not work and our customers <br />would be calling us. Mr. Kurlander indicated that their system was well below the FCC requirements, <br />but they would like to satisfy the residents concerns. Mr. Subiaur indicated that they do monitor the <br />systems, if the antenna is off it will not work and we would know right away. Mr. Tallon questioned if <br />the antenna beam is shooting off will the bea.in shut off. Mr. Subiaur suggested that the beam would <br />continue to be transmitted. Mr. Tallon questioned why a mechanism is not used to turn the beam off if <br />it is out of aligmnent. Mr. Subiaur suggested that he was not sure that would be possible. Mr. Koeth <br />questioned how many times their system had failed. Mr. Kurlander suggested that the system has never <br />failed in this area. Mr. Hreha questioned what has caused the beam to be misled. Mr. Subiaur <br />indicated that a heavy wind storm or heavy rain could interfere with the signal. Mr. Hreha suggested <br />that the applicant mentioxied that if a system goes down they could fix it within 2 hours. Therefore, the <br />system has had to fail at some point in tiine. Mr. Subiaur indicated that the only time their customers <br />have lost power was due to rain or electrical storms. This is because the beam being sent is no bigger <br />then a raindrop, but once the heavy winds, rains and electrical stonn passes the system resumes <br />running. Mr. Hreha questioned if a worker on the roof could knock the antenna out of alignment. Mr. <br />Kurlander assured the commissioners that a worker could not accidenta.lly lrnock the antenna out of <br />alignment. Mr. Asseff believed that a switch should be used on the antenna receiving the signal. He <br />further questioned what the reading was at the main anteiina. Mr. Subiaur corrunented that the reading <br />at the main antenna was .091nillileters per centimeter and decreased from there. Mr. Tallon invited <br />residents from the audience to come forward if they had questions regarding the proposal. Mr. Holly; a <br />neighbor from Kennedy Ridge Road came forward to voice his concerns. Mr. Holly indicated that the <br />applicants indicated that there is no harm from the R F waves being shoot to the antennas on humans. <br />Mr. Kurlander indicated that there is no harm from the R F waves used for their anterulas. Mr. Holly <br />read aloud a docuinent from the FCC downloaded from the Internet indicating that R F wave tests on <br />animals have done hann to unmune tissues, neurological behavioral and suggests that more studies <br />need to be done. Recently there was a TV show discussing cellular telephones, R F waves and the <br />damage that they cause. The code requires that these antennas be placed on 5 story buildings and the <br />buildings in question are only 2 stories lugh. That is a big difference in height, you allow this and it <br />will start a precedence throughout the city. The Westberry Apartment roof is filled with anteimas aaid <br />the penthouses are filled with the mecha.nical equipment for these things. Kennedy ridge road is higher <br />then the first floor of these buildings so the antenna will be placed on a first floor not a second. Mr. <br />Holly questioned the applicant regarding the FCC inspecting the antennas once they are in place. Mr. <br />Kurla,nder indicated that tliey have a right to inspect them at any time, but as he said earlier, they are <br />below the required minimum. 1VIr. Holly suggested that they were being allowed to police themselves. <br />Mr. Koeth corrunented that as a police officer Mr. Holly wears a radio on his hip, has a radio in the <br />squad car, and uses a radar gun, and questioned if Officer Holly was not concerned about those items. <br />Mr. Holly indicated that he was concerned about them and they have found that they have been causing <br />a higher rate of testicle cancer among police officers. Mr. Koeth suggested that there are R F waves <br />around us each day that are higher then what will be produced by these antennas. Mr. Holly <br />questioned if Mr. Koeth was suggesting that the antennas just be allowed anywhere in the city. Mr. <br />Koeth uidicated that the Plaruiing Commission is concerned about all the residents in North Olmsted. <br />However, as long as the FCC says that health concerns can not be taken into consideration and that the <br />City has to allow the antennas, then there is not much the Plaruung Corlunission can do. Mr. Holly <br />remarked that the City code requires tliese antennas to be at least 5 stories high not 2 stories and that is
