building. Mr. Yager remarked that the building was not rotated as was requested and the applicants <br />have done very little to improve the overall appearance of the site. The rear doors were added and <br />more glass windows were added to the rear of the building that faces Dover Center Road. The <br />concerns of the Architectural Review Board were not addressed. Mr. Khouri voiced that they met <br />what the board required of them, to make this site look similar to other aites they own. The <br />applicant's feel that they met the requirements as best they could. Mr. Yager questioned if the doors <br />along Lorain would be egress only. Mr. Davison indicated that the training room is located on the <br />Dover Center side of the building. This building in general will not generate a lot of public traffic. <br />This building is mainly for this company's employees to come in off the road and receive training. <br />Mr. Yager requested that the applicants review their lighting and HVAC systems. Mr. Davison <br />indicated that the HVAC units would be interior units so there will. be no roof top units. The <br />condensing units are placed on the ground and landscaping will hicle them from view. The light <br />poles will match the water tower square lights. They will be 25-feet high with box type fixtures and <br />400-watt bulbs. W. Yager indicated that the goal is to have zero foot-candles at the lot line, the <br />applicants photometric plans show slightly higher readings, which should not be a problem to the <br />abutting neighbors. Mr. Yager recommended the five light poles shown on the plans should be <br />reduced to a 20-foot height maximum. There should be a 3-foot base with a 17-foot pole atop that. <br />With a 20-foot maximum height, the amount of spillage would be reduced. Mr. Davison suggested <br />the canopies will be down lighted and a couple of ground lights wi11 be used to illuminate the wall <br />signs. Mr. Yager questioned what type of material would be used for the canopy. W. Davison <br />indicated that tl?e canopy would be 22-gagged galvanized steal. The canopy will extend 4-feet out <br />from the building. IV1r. Yager questioned if the applicants believed that the proposal fit into the <br />architectural type/design/style as Water Tower Square. He personally does not believe that the <br />building design fits into the Water Tower Square motif. It lacks the characteristics of Water Tower <br />Square. The same materials and colors were used, but in an entirely different format. This is a <br />weak proposal for pover Center Road, but it is better than what is there now. This will clean the <br />site up, but it is not what is best for the city, the building is to simple/ordinary for pover Center <br />Road. Mr. Davison did not agree with Mr. Yager and both he and Mr. Khouri believe it matches <br />the existing Water Tower Square site. Mr. Yager commented that it looks like an industrial <br />building on a commercial/retail site. Mrs. Nader questioned why the brown masonry goes through <br />the windows instead of below the windows. Mr. Davison indicated that it was placed through the <br />windows for character. Mr. Yager remarked that it is pretty bad when the Landscaping is the <br />highlight of the entire proposal. <br />J. Nader motioned to accept Linder & Associates (Water Tower Square) of 4998 Dover Center <br />Road their proposal which consists of replacing existing building with a new 6,090 square foot <br />building as submitted. With the exception that the light poles are to be no higher than 20-foot high <br />with concrete bases. The service door is to be painted the same color as the building. M. Yager <br />seconded the motion, which was unanimously approved. <br />VI.
