Mr. Yager asked what they see as <br />their front door. Mr. Davison said the front door was to be toward Water Tower Square. There was <br />discussion about ingress and egress at Water Tower Square. Ms. Schulz said she does not think they <br />need the front door for their employees. It is your presence and what you are trying to reflect to the <br />community, clients, and the street that is important. Employees can go in the back door if that works <br />with what the interior design needs to be. Mr. Davison said they have worked very closely with the <br />tenant coming in on how he wants it set up. He pointed out the areas that are corporate and the areas <br />where the public would be coming in. He also pointed out the training facility. He said people coming <br />for training would come in the back; the Dover Center side. Mr. Khouri asked if they could put more <br />windows in the back with a canopy over the doors. Mr. Zergott said that may be a start but they are <br />also trying to get rid of the box. Mrs. Nader asked if they could make it a more rectangular shape and <br />have parking on the corner. Ms. Schulz said if it's a training center, it has to be more prominent on the <br />Dover side so that people can find it. Mr. Yager said there is door from the smoking room out and a <br />door from the sales room, which would suggest there could be over 50 people in that meeting room. He <br />said they can make an assumption that people will be out on Dover smoking. Mr. Davison said the <br />proposed changes would really cause problems. They were told to work within the boundaries and <br />work with the setbacks. Mr. Ya;er said he knows they have gone to great lengths to get through the <br />boards. He said the focus of the Architectural Review Board is the aesthetic improvement of our city <br />and when you have the opportunity to do something in a critical location, you jump at it. Mr. Khouri <br />referred to the plans and they discussed the smoking issues. Mr. Khouri said there will not be people <br />smoking outside. The board members disagreed with him. Mr. Yager said he understands the tenant <br />likes the plan but he is asking them to reconsider the site plan. He said if that is the buildina they want <br />and the aesthetics they want, just turn the building. Mr. Davison said there would be a problem with <br />doing that at the site. Ms. McKinniss pointed out they reviewed a number of options and this is the one <br />that has the most promise. Ms. Schulz suggested they just turn it 180 degrees. She said it wouldn't <br />change the building and the entrance would be on Dover Center. Mr. Yager pointed out the parking <br />would remain the same, and the address would remain the same. Mr. Khouri said he does not believe <br />the tenant will like it. Ms. Schulz indicated they are doing this for the best use of the site and the board <br />'is trying to work with thern. Mr. Khouri said what the owner is proposing is an improvement from <br />what is there now. Ms. Schulz agreed with that. Mr. Khouri said they can understand more windows in <br />the back and making it more prominent but this is what the tenant wants. His job is to please the tenant. <br />He added the tenant wants more space. Mr. Yager asked if their goal is to get more space and be inore <br />visible. NLr. Khouri indicated that was correct and they want to be accessible. Mr. Yager said either <br />way the site plan will work, regardless of where the front entrance is. He said if you turn the building <br />180 dearees, it is the same exact building. We know it can fit. Mr. Davison said they would not have <br />parking in front. Mr. Yager pointed out they could have parking. They referred to the plan. Mr. <br />Davison said they would be over the property line if they rotatecl the building. Mr. Yager asked if it is a property line that the city has or one that Carnegie set up. He said they are purchasing property from <br />Heller's and he asked if it is then part of the overall site for Carnegie. Mr. Khouri said it is a different <br />entity. Mr. Yager disagreed because there is just parking on two properties. Mr. Khouri explained they <br />gave the other company an easement. Mr. Yager said they are staying on the property with the <br />coordination of the owner directly to the west. He indicated what he is saying is, if they take the plan <br />and rotate it around, they will have the exact same physical size, a more prominent view on Dover <br />Center, and they can appease the tenant, appease the Architectural Review Board and the city. Mr. <br />Khouri pointed out it may not please the tenant. Mr. Yager said the tenant is not present. Mr. Khouri <br />said he represents the tenant. Ms. Schulz said that as a board they cannot understand the tenant's <br />perspective without hearing his arguments, and that is what Mr. Khouri is basing his position on and <br />that is why it is not changing at all. The board does not know what other options have been presented <br />to the tenant so it is hard to make a fully engaged decision. Mr. Davison said they have access to more <br />parking as the plan is now. They just can't get parking up front. Mr. Yager asked how many visitors <br />4
