CITY OF NORTH OLMSTED <br />"TOGETHER WE CAN MAKE A DIFFERENCE!" <br />PLANNING COMMISSION <br />MINUTES - NOVEMBER 26, 2002 <br />IN COUNCIL CHAMBERS <br />7:30 P.M. <br />I. ROLL CALL: Chairman Koeth called the meeting to order at 7:40 p.m. <br />PRESENT: R. Koeth, W. Spalding, K. O.'Rourke, C. Allan, J. Lasko, and S. Hoff-Smith <br />ALSO PRESENT: Assistant Law Director B. O'Malley, Assistant Building Commissioner <br />T. Rymarczyk, City Engineer P. Deichmann, and Assistant Clerk of Commissions A. Kilbane <br />ABSENT: Board member T. Hreha <br />II. REVIEW AND CORRECTION OF NIINUTES: <br />The Planning Commission minutes dated November 12, 2002 have been submitted for approval. <br />R. Koeth made a motion to accept the minutes as submitted. The motion was seconded by W. <br />Spalding and unanimously approved. <br />III. BLTII,DING DEPARTMENT REQUESTS: <br />1. Chipotle Mexican Grill; Lorain Road PP# 235-27-001 <br />Proposal consists of construction of a new building to house Chipotle Mexican Grill, site <br />improvements and sign package. Note: Variances are required. Planning Commission referred this to <br />Architectural Review Board 11-12-02. Architectural Review Board reviewed this proposal 11-20-02. <br />Ms. Cheryl Obert addressed the board on behalf of Chipotle Mexican Grill. She reviewed the <br />suggestions made by the Planning Commission and indicated the changes that were made. They <br />enclosed the dumpster with brick to match the building. They made the light poles 18 feet high to <br />match the height of the building. They revised the site plan to show the loading zone, and they <br />revised the signage and reduced it from 9 variances to 6 variances. The Architectural Review Board <br />referred the proposal back to the Planning Commission with several recommendations. They were <br />asked to place a permanent evergreen shield around the dumpster enclosure, extend the galvanized <br />metal down and in coordination with the north side canopy area, the south fagade is to be given more <br />architectural intrigue, the windows on the north patio side are to be turned into doors so they open, <br />they should use perforation in the metal fascia panel, and the pepper is to be punched out in the <br />fagade panel. With that they made numerous revisions. They added evergreen trees around the <br />dumpster area. They added a screen wall on the south side of the building. It adds visual interest <br />against the brick and also is functional as a shield to block the cooler. They added illuminated <br />perforated panels and they punched a circular hole at the entry element and suspended the pepper as <br />shown in the diagram. They are considering making the wood style and rail windows on the north <br />and south sides of the building operable. They are investigating hardware options to make it possible <br />and will go ahead with that unless prohibited by cost. They studied the relationship of the sloping <br />metal at the entry and determined the proposed geometry works best. Consideration was given to <br />scaling up the geometry and keeping the same angles but there are height restrictions from the <br />landlord. Mr. Spalding asked if that was the only recommendation that the applicant did not comply <br />with. Ms. Obert said that is correct. Mrs. O'Rourke asked what material is to be used on the <br />screening. Ms. Obert said it is the same material as the sign band in front. The Architectural Review <br />Board wanted them to continue the red material around the back of the building to add interest on the <br />shopping center side. She said it is galvanized metal with a trademark color, Chipotle red. W. <br />Koeth asked to see the materials. Ms. Obert approached the board members and displayed the <br />material samples.
