He further, questioned why he was invited to the <br />meeting. Mr. Koeth indicated that he was invited to make sure he was aware of what was taking <br />place and to find out if he had any concerns he would like addressed. Mr. Margolius indicated <br />that he had no questions but felt that it would not be in the best interest of the city to leave <br />parcels inappropriately zoned. <br />Mr. Koeth opened the discussion up to audience participation. Mr. Charboneau from Columbia <br />Road indicated that he wrote a letter dated September 12, 2002, which indicated that most of the <br />residents are in favor of the rezoning and development of the parcel in question. He suggested <br />that they did not want to see more apartments in the area, as it wc?uld create traffic problems as <br />well as safety issues for the neighborhood. He suggested that the applicants assured the residents <br />that they would take care of existing drainage problems in the neighborhood. Note: Mr. Hreha <br />arrived at 7:55 p.m. Mr. Charboneau commented that Mr. Corsi has been up-front with the <br />residents and they prefer this proposal of 31 units. Mr. Lamneck agreed with Mr. Charboneau <br />that Mr. Corsi had been up-front with the neighbors and agreed to take care of their existing <br />water problems. He would like to see this instead of apartments. Councilman Dean McKay <br />indicated that he has seen many plans for this lot and this by far has been the rest. This proposal <br />is the most neighbor friendly and the owner Mr. Corsi has met with the neighbors and changed <br />his plans to meet those needs of the neighbors. Mr. Koeth questioned how Mr. McKay felt about <br />spot zoning and Mr. Maxgolius property. Councilman McKay suggested that, if Mr. Margolius is <br />interested in rezoning his land now would be the time to come forward to indicate what he would <br />like to see it rezoned. Mr. Koavatch suggested that everyone is concerned that if this is not <br />approved there will be apartments, however the land is not zoned for apartments it is zoned <br />residential. He suggested that Mr: Corsi has promised to f-ix the water problems for the <br />neighbors and just providing dirt will not solve the problems. The applicant wants to piace 3' to <br />4' mounds around the complex this would not help anyone with water problems. Mr. Golya the <br />son of a homeowner on Columbia Road voiced that he was concerned if the access road would <br />be available to the homes adjacent to the complex. The buffer area to the south is the only open <br />area his parents have and this would affect his parent's home. Mr. Carsi gave Mr. Golya his card <br />and suggested that he contact him to work something out to help his parents. Mr. Charboneau <br />reviewed that Mr. Corsi never stated dirt would be used to fix the water problems in the area he <br />indicated that he would do what is required by the code. Mr. Koeth inquired if Mr. Corsi <br />pror:iised to fix the water problems in the neighborhood. Mr. Corsi suggested that they had <br />spoke to neighbors about their drainage, however the contractor would need to address those <br />issues. Mr. Stevenson suggested that an existing depressed area creates the standing water and <br />they will put a swell system in place with flowers and it will look like a nature reserve. They <br />will further depress the area in question and get the permit from O.D.O.T. to release the water <br />onto 1480. Mrs. O'Rourke questioned how deep the detention basin would be. Mr. Stevenson <br />suggested that it would be 5' to 6' deep and would remain dry until a heavy rainstorm. The only <br />time there would be water in the pond is during a 50-year storm, anything less then that the pond <br />will dry out in about 1/2 hour after the rain. The slope will be 5 to 1 se there should be no <br />problems. Mrs. O'Rourke questioned if a fence would be required. Mr. Stevenson suggested <br />that there would be no need for a fence unless there would be standing water, which they can do <br />if the board prefers an active pond. Mr. Cudney the father of a homeowner indicated that his <br />daughter is concerned about the traffic that will be generated by this development. He <br />questioned if there had been a traffic report requested. Mr. Koeth indicated that to summarize <br />the report it states; The Rockwynd subdivision development will have minimum impact on the <br />surrounding public streets and the internal streets are acceptable from a traffic-engineering <br />2
