'` . <br />w single-family zoning. He is concerned about the house north of the access road. That one house would <br />become landlocked and it would be unmarketable. He questioned if they would have enough footage to <br />provide for parking from the access road to the back, which would be another problem for that resident. <br />Nlrs. O'Rourke asked if it is guest parking in the front. Mr. Corsi indicated it is. Mr. Koeth pointed out <br />they should just be discussing whether it should be single-family or cluster zoning, or some other use. <br />Mr. Kovach voiced that his objection has to do with that one home that would lose its value. Mr. Dean <br />McKay, the councilman for the area, came forward. He said if the board does not rezone the land to <br />single-family cluster, they will be pressured very hard to go to multi-family or apartments. There have <br />been a number of proposals for the area already and this is the best one he has seen. Mrs. Cindy Hall of <br />Columbia Rd. came forward to say she would be two houses from the entrance to the development. Her <br />concern is that they already experience so much traffic, especially during the school season, and it is very <br />difficult for her to get out of her driveway. She asked if there will be a traffic survey done. She <br />mentioned that 31 proposed homes could result in 62 additional cars pulling out of that area. Mrs. Cheryl <br />Kucera of Columbia Rd. indicated she has the house on the other side of the proposed driveway. Her <br />• biggest concern is also traffic. There are many days where she cannot get out of her driveway at all. If <br />62 more cars are added, it will be nearly impossible to get out. There have been many accidents in front <br />of her house and she believes there should be a traffic survey. The traff'ic gets blocked all the way up to <br />Country Club Blvd. approximately 3 hours out of the day. Mr. Kovach added that there is also a bus stop <br />to the north of the access road.to add to the existing traffic problem. Mr. Stephens said they are not <br />opposed to a traffic survey. They do not want to do anything that upsets the neighborhood. The reason <br />they chose the entrance they did is because that is where most of the landscaping will be. There will be <br />no units there between the two homeowners that ]ive to the north and south. They understand the <br />residents' concerns and would be happy to have a traffic study done. He was not aware there was a <br />school bus stop there and that concerns him. He added this is not spot zoning. It is a transitional zoning <br />between the single-family to a single-family cluster between a multi-family. If the property was shaped <br />differently then perhaps the parcel could be single-family. The configuration of the parcel and with I-480 <br />there, he is surprised the developer is not going for more. He said Mr. Corsi has gone out of his way to <br />meet with the neighborhood and to try to put something in there that fits so everyone can be happy. Mr. <br />Spalding asked how far the apartment development along Brookpark Rd. extends. Mr. Stephens <br />indicated they extend almost the length of the whole development. Mr. Corsi said the apartments go <br />from Columbia all the way to the backyards of Crrace Drive. Mr. Spalding said they do extend beyond <br />where that parcel is to their east. They abut the single-family residence area. Mr. Spalding said the <br />person that owns that other parcel has apparently never sought rezoning. He said it seems strange and if <br />that owner wanted to put apartments in there, he would have made a request of the Planning Commission <br />to rezone his land. Mr. Spalding indicated he is concerned about that. He is not in favor of rezoning <br />only a part of that area. If they are going to rezone, he does not want to have an A residence stuck out on <br />the end and have this new development as a cluster block the property up. Mr. Corsi said he can <br />understand that concern except that there is a land owner who has existing apartments who owns raw <br />land, the majority of which is zoned for apartments.. He consolidated the plat and a portion of it, per the <br />city zoning, happens to be single residence A. He said as a developer and land owner, his thoughts <br />would be that it will end up being zoned for apartments. as part of the consolidation at some point. Mr. <br />Spalding said it can't be left out there hanging. Mr. Stephens said the land owner took it upon himself to <br />consolidate the parcels and that is a sign of what is going to happen in the future. He would not take <br />those steps if he planned to land bank it and let it sit there. He said it is conjecture but there is somebody <br />getting ready to rezone a piece of single-family property to multi-family. There are good signs that <br />something is getting ready to happen. To consolidate parcels is not inexpensive. Mr. O'Malley <br />mentioned that he concurs with Mr. Spalding's comments. The Planning Commission is not locked in by <br />this mock-up of what is being presented. The Planning Commission needs to serve a planning function. <br />It needs to be concerned about landlocked parcels that neighbor the proposed development and the <br />overall zoning map, and future street openings and how these other parcels interact. It has to go beyond <br />this single applicant. Not long ago the Planning Commission had a similar experience with an applicant <br />9
