ROLL CALL: <br />Chairman Koeth called the meeting to order at 7:30 p.m. <br />PRESENT: Chairman, R. Koeth, Board Members; W. Spalding, J.'Lasko, S. Asseff and C. Allan. <br />ALSO PRESENT: Law Director, J. Dubelko and Clerk of Commissions, D. Rote. <br />ABSENT: Board Members, T. Hreha and K. O'Rourke. <br />II. NEW BUSINESS: <br />III. OLD BUSINESS: <br />1. Parcel E Zonin i; PP# 236-05-001 <br />Meeting #2 consists of a work session to solicit input from a Professional Planner (Mr. George <br />Smerigan), thereby assisting Planning Commission in their duties of making a r.ecommendation to <br />Council on the issue of Zoning Parcel E. <br />Mr. Smerigan voiced that he received an enlarged map from the County Auditors office of Parcel-E <br />so it would be easier for everyone to follow. Mr. Smerigan indicated that he had evaluated each of <br />the zoning districts within North Olmsted. He believes that the only two zoning categories that <br />would not work on the parcel is residential and light industrial. The first issue is whether parcel-E <br />should have one (1) zoning for all 24 acres or sectioned into multiple zoned districts. The current <br />zoning is OfF'ice District, which was deemed unconstitutional by Judge Porkony. The judge would <br />like to see some mixed-use district as well as some retail. Before the office district, the land was <br />zoned residential. It would not be wise to convert the entire site back too residential as the City of <br />North Olmsted by rezoning the lot to office district deemed the parcel unusable as residential. Mr. <br />Asseff questioned what action was taken in court and what weighed the judges ruling. Mr. Dubelko <br />reviewed the approach the city took and the outcome of the case, which deemed Office District <br />unconstitutional. Mr. Asseff indicated that the residents were very adamant about not wanting a big <br />box store such as a Target Store on the site. He questioned what amount of retail would be <br />appropriate. Mr. Spalding commented that if there is to be an egress on Brookpa.rk Road it should <br />be in line with the existing light at Wal-Mart. Mr. Smerigan reviewed that the owners of the land <br />own property, which fronts on Columbia Road as well as abuts Westview Drive. The owners could <br />have egress at Westview Drive and Columbia Road as well. Mr. Spalding questioned if the city <br />could keep the owners of parcel-E from having access roads onto Columbia Road or Westview <br />Drive. Mr. Smerigan indicated that Westview Drive dead erid into this parcel and a section is <br />dedicated to extend the street. The city wants to make sure that the final zoning/design of this <br />parcel is forthright, fair and equitable for everyone. Mr. Smerigan has tried to view not just this site <br />but the zoning pattern of the entire city. He believes that the board should not just concentrate on
