--+• <br />Notf;: This matter is returning for review of the vote taken at the April 23, 2002 Planning <br />Corrimission meeting. <br />Thii; proposal has been withdrawn at the request of the applicant until further notice. <br />l. North Olmsted Collision Center; 28415 Lorain Road: <br />Proposal consists of a 3,600 square foot addition and 12 new parking spaces. Note: Variances are <br />required. <br />Mr. Koeth read the proposal and called forward the representatives of North Olmsted Collision. Mr. <br />Ron Mills, the attorney for Alko Properties, and for Mr. Pat Kovalchuk, the owner/operator of the <br />Norl:h Olmsted Collision, came forward to address the Board. Mr. Kovalchuk accompanied him. Mr. <br />Mills indicated he has had conversations with the Building Department. They are proposing an <br />extension of the now existing building, which will include some additional paving. They came before <br />the l3oard last year to proceed on purchasing property_at the rear of the Lube Stop. That was recently <br />completed. They had a lot split there and the title of the property has been transferred. That property <br />is now combined with the applicant's. He added that business has been very good and they have been <br />gooci for the City. They are in the process of building and expanding and they would like to move <br />forward. He indicated they are aware there are setback variances that would be needed if this proposal <br />meets with approval from the Planning Commission. Mr. Koeth asked Tom Rymarczyk to go over <br />the variances. Mr. Rymarczyk indicated they are involved in a new triangular lot that had been <br />consalidated. They are looking for a 17' side yard setback of a building. The code requires 50' <br />betvieen a residential and commercial area. The applicant shows 33'. The side yard parking on the <br />wesi: where it abuts the residential requires 20' and they are showing none. The front edge of the <br />trian.gle abuts a commercial area. A 10' setback is required and again they show none. They code <br />requires 18' for a drive and at the end of the building where the last parking stall is they have 16' so <br />they need a 2' driveway variance. Mr. Koeth asked if there is a fence now in the parking area. Mr. <br />Mills indicated there is a fence going along the back area and the side. Mr. Koeth asked if that fence <br />will be extended all the way up. Mr. Mills replied it will all be fenced in as the parking area is now; <br />they will continue the board on board fence. Mr. Koeth mentioned there are trees there now. Mr. <br />Mills said there are trees in the back but as they put in additional paving they will extend the fence. <br />Mr. Koeth asked if they will use the same materials on the new building. Mr. Mills replied that their <br />goal is have it appear as though it was all built at one time. Mr. Koeth inquired about exterior lighting <br />in the back end. Mr. Mills indicated there is lighting now in the rear and they are proposing to push it <br />back: and have the same type of lighting, for security purposes in the parking area. Mrs. O'Rourke <br />asked if that lighting is on the building or on a pole. Mr. Kovalchuk indicated the lighting is on the <br />builciing. Mr. Hreha asked if the light is focused down and if they have hoods over them. Mr. <br />Kovalchuk informed him there is just one light. Mr. Spalding asked for the purpose of the extension. <br />Mr. Mills indicated it is for bodywork. Mr. Spalding commented that the fence will extend to the rear <br />but he wondered if the additional parking would be fenced as well. Mr. Mills said it will all be <br />fenced. It is all contained for purposes to benefit neighbors, and for security and appearance. Mr. <br />Koeth asked for any audience questions or comments. Mr. George Nashar, Ward 3 Councilman, came <br />forvrard. He indicated he has not had any objections from the neighbors abutting this property. North <br />Olmsted Auto Body Collision has been a good neighbor in that area and they maintain their business <br />in a very respectable manner. Mr. Koeth said the biggest concern is the lighting. Mr. Mills said the <br />lighi:ing will be no different than it is now and it shines down. Chairman Koeth made a motion to <br />approve North Olmsted Collision at 28415 Lorain Rd. The proposal consists of a 3,600 square foot <br />addition and 12 new parking spaces. He said he would like to make sure the four variances will move <br />on to the Board of Zoning Appeals. There is a 17' variance for a side yard setback of the building, a <br />20' `iariance for the side yard setback of the parking area, a 10' variance for the side yard setback of <br />2
