There were questions about the hours of service. <br />Weekdays, the morning peak will be approximately 6:15 a.m. until about 8:50 a.m. Buses will start at <br />about 15 minute increments. Roughly between 7:10 a.m. until about 7:45 a.m., this may improve to <br />about an 8 minute increment. The evening peak will be approximately 4:00 p.m. until about 6:20 p.m. <br />Bus service will initially operate at about a 15 minute increment from the lot. He said he is saying <br />"about" because they are a public demand service and if the public demands more frequency, they will <br />provide it. If there are not enough passengers, they will lower the frequency. Between 4:40 p.m. until <br />about 5:30 p.m. they may be operating at 8 minute increments. During the weekday peak, passengers <br />are primarily cominuter traffic to and from downtown Cleveland. That is who will be parking at the <br />facility. During the off-peak, the middle of the day, about 1 trip per hour will have a trip terminate at <br />the transit center. This is the bus that normally travels down Lorain Road to the county line, but <br />because we need to provide some mid-day service for people who may leave work, or who are going to <br />Great Northern Mall, we have some trips ending at the mall now, those trips will now end at the Park- <br />N-Ride. These things are subject to change but those are the approximations they have now. On <br />weekends the lot will be passive. There will be no parking there initially. There are special events we <br />will provide bus service for, which would be Indians games and Browns games. They are anticipating <br />they will run about 3 buses per home game from the Park-N-Ride lot. The buses will normally leave <br />about an hour before the game starts, and leave 30 minutes after the game ends from downtown. So <br />you have about a 25 minute trip and if an Indians game ends at 10:00 p.m., the buses should be there <br />no later than 11:00 p.m. Although there may be occasions when a game goes into extra innings. The <br />weekends though will have low utilization. They don't know about any other route servina the center <br />because they have to deal with where the people want the buses to go and how often they run. Mr. <br />Koeth asked Mr. Joyce to address the question of surveillance 24 hours a day, 7 days a week. Mr. <br />Joyce said he does not think a single camera can cover the lot for 360 degrees. A camera set up is <br />about $8,900, so adding extra cameras into it will require $8,000+, depending on the quality of the <br />cainera. They could probably do it, put 4 cameras up on the roof, but that is dependent upon the <br />budget. He stressed that the cameras always record. Depending on how much activity is going on, <br />that record is preserved, it's about 48 hours approximately. If there is any kind of incident, it is a <br />passive system where they are able to use the recording and preserve it as evidence. It would be pretty <br />rare that they would have anyone actually watching a screen, unless there was a specific reason they <br />set the cameras up to do it. Mrs. Lori Bosl of Sunset Oval came forward to ask about the length of <br />time the buses will be idling. She was told they will not sit and idle and she asked if that is correct. <br />Mr. Terbrack said it is not correct. He indicated they will idle because of the air conditioning systems. <br />He added that most buses will not have a long lay over but it depends on the timing. There are buses <br />making multiple trips going in and out of downtown and coming back to the facility. In most cases the <br />buses will be there a very short time but they will be running. Mrs. Bosl asked for clarification on the <br />meaning of "short time." Mr. Terbrack said it would be 5, 8, 10-12 minutes. She then asked how <br />many buses could be there at any given time idling, during the peak. Mr. Terbrack said probably no <br />more than two. Mr. Miller said in response to those questions, he asked Mr. Terbrack if it would be <br />fair to say that during the peak hours, as one bus pulls away another bus would be pulling up, so that <br />during your peak hours you would have at least one bus continually running during those hours. Mr. <br />Terbrack said generally yes but not all the time. Mr. IVliller said he asked that question to drive home <br />the importance of the mounding that they have asked for. Mr. Allen asked Mr. Terbrack what <br />percentage of the fleet is run by natural gas. Mr. Terbrack said none. He said in the transit industry <br />there seems to be a reversal. There are new technology buses coming out with low emission diesel <br />technologies and the industry is now leaning toward going back to diesel because of the cost of natural <br />gas. He added our facility doesn't have natural gas fueling anyway. Mr. Allen asked if it is safe to say <br />then they don't have the new high-tech diesel engine and Mr. Terbrack confirmed that. Mrs. O'Rourke <br />asked if there is refueling at their facility and it was confirmed there is not. Mr. Asseff asked if the two <br />buses that are a little bit higher are the new Park-N-Ride coaches. Mr. Terbrack indicated they are. <br />Mr. Asseff asked if they would then have those 2 new buses in addition to the older Park-N-Ride <br />12
