the fence will start 8' in from the northeast corner of sublot 25, and continue around building number 3, <br />and proceed south to the rear of the existing dumpster enclosure. The fence will then continue an <br />additional 8' eastward to end behind building number 2. Mr. Farrell said he saw that in the rough draft <br />of the minutes but he doesn't know if that was discussed after they left the meeting. It is not his <br />recollection at all. They can certainly comply with that if that is what the board's opinion is. He just <br />doesn't recall that conversation. He asked if that was Mr. O'Malley's recollection. Mr. O'Malley said <br />the Architectural Review Board did not have the plans that were given to the Commission tonight, so <br />they weren't in any way commenting on this new photometric or the relocation or reconfiguration of <br />the light poles. He said he asked that board to provide some guidance or suggestions on the lighting <br />and they indicated they thought the Planning Commissian was on the right track addressing the poles <br />and the recommendations made were the kind that they would have made had the Planning <br />Commission not gotten to them first as far as eliminating some of the poles. He said he doesn't recall <br />on the fencing issue. He remembers the comments that they didn't believe it would be worthwhile to <br />put a fence against a building as the applicant is describing. He doesn't recall the discussion to fence <br />up to the building as opposed to behind the building, so he can't tell you whether the rough draft of the <br />minutes is accurate. Mr. Hreha asked about the underground irrigation system. Mr. Farrell said they <br />will have irrigation as it is required. 1VIr. Spalding asked if they went along with the recommendations <br />of the Architectural Review Board as far as the mounds, evergreens, and the snow fence. Mr. Farrell <br />said he does not remember any discussion regarding a snow fence but they do go along with the <br />recommendations. Mr. Spalding asked if he would go along with a snow fence to which Mr. Farrell <br />replied he does not see that as a problem. Mr. Spalding then asked about the ]andscaping along the <br />west side of the building. Building number 1 is to be improved per the comments in the minutes. He <br />asked what. improvements have been made. Mr. Farrell said that the Architectural Review Board <br />chairinan, Mr. Zergott, is in the landscaping business and what he felt is along building number l, it <br />should be updated with respect to what type of planting is placed there. He said he would get us a <br />drawing and he can come up with something that would look especially nice. Mr. Spalding pointed <br />out that the applicant did not have that information tonight. Mr. Farrell said that Mr. Zergott just <br />informed him about that on Thursday and he indicated he would send the plan to his office as soon as <br />he could draw something up. Mr. Farrell said with respect to the snow fencing around the trees, he <br />said they wanted those trees weld so as to not kill them with respect to the placement of the mound. <br />The root structure needs to be protected. Mr. Koeth asked for audience questions. N1i-. Hebebrand of <br />Dewey Rd. stepped forward to ask about the lighting. He said with lights A., B, and C, he doesn't know <br />what the heights are. Mr. Koeth said the light poles on the A side, are 15', which is along Lorain Rd. <br />Also the two that go down the side on Dewey are 15'. Then light pole B's which are inside the lot are <br />10', both light poles B's and C's. The resident approached the diagram and said the lights there now are <br />real high and were put up by the Illiminating Company. He asked if they would be coming down to <br />which Mr. Koeth replied yes, they are. NTr. Hebebrand asked if the new lights will be directed toward <br />the ground. Mr. Koeth said they will face down toward the ground. Mr. Koeth told him that is why <br />the board is sensitive about the two lights on Dewey Rd. Mr. Koeth asked if he has a preference to <br />either a fence on top of the mound or a tree. The resident said his preference is for trees. Mr. Koeth <br />said the Architectural Review Board made the recommendation that there would be a 6' mound with 8' <br />tall evergreens. Mr. Asseff reminded everyone that all the light poles are on 2' bases. Mr. Jordan who <br />lives in the first house on the road, came forward. He is still hoping for the fence on top of the mound <br />because the situation will be re-viewable if the fence deteriorates, according to the building <br />commission, in a few years. He said they would also like to have landscaping on their side of the <br />mounding. They appreciate the board's efforts on the lighting. Mr. Jim Pacsuta of Dewey Rd. then <br />addressed the board. He appreciates Halleen KIA taking into account that a fence may be what the <br />residents would like. He woulci like a fence with landscaping on the Dewey side. Regarding the trees <br />that they propose to plant, he does not believe will grow to full height or size to block out the cars on - <br />that side. Right now when he stands in his kitchen and looks out the window, he is at an elevation of 8' <br />7 1/2". He doesn't think the trees will serve their purpose and they will be high maintenance also.. He <br />4
