waiting for 1VIr. Zergott to supply his plans. Mr. Koeth indicated that perhaps Mr. Zergott can suggest <br />some other landscaping around the fence too. Mr. Farrell said with respect to recommendation number <br />4, they looked into the brick on the building and he believes the Architectural Review Board requested <br />that it go 8' or 10' back on the eastern wall of that building. He said there is an easement in there, and <br />they have to check into whether they are violating that easement by doing that. Mr. Koeth said once <br />they find the easement to let the commission know. Mr. Koeth indicated they could make that <br />adjustment at the next meeting. Mr. Lasko seconded the motion made by Chairman Koeth. <br />Llnanicraously approved. <br />2. RTA North Olmsted Transit Center• 236-16-014 (Great Northern Blvd. SE of I-480): <br />Proposal consists of a new 300 + car Park-N-Ride lot with a 916 square foot waiting building. Note: <br />Variances may be required. This proposal was tabled at the 2/7/02 Planning Commission meeting. <br />Chairman Koeth read the proposal. Ms. Mary Beth Feke, Director of Proaramming and Planning for <br />RTA, came forward and introduced the remaining RTA staff in attendance: Joe Shaffer, the Project <br />Manager and Civil Engineer, the Chief of Transit Police, John Joyce, and their associates at NOMBL, <br />Tom Terbrack, the General 1Vlanager, and Ernie Adams the Zone Supervisor. She said Ken Emling <br />from Bowen & Associates, the architect on the project, will also address the board. She indicated there <br />were ten things that the board had asked to have changed in the design from the last meeting. She will <br />address what she knows, turn it over to Ken Emling and then Chief Joyce will talk about security <br />concerns. Tom Terbrack will talk about service issues. The issue she will give an update on is the <br />emanate domain taking. An agreement is going before Council and it went through its first reading last <br />week. It will go through the second reading next week. This reading is an agreement between RTA <br />and the City of North Olmsted on the taking of the two pieces of property, one from the church and <br />one from Great Northern Properties. 'I'he agreement has been drafted. Council met this week and will <br />proceed with the second reading next week. They are hopeful they will get to the third reading and <br />final passage on the 16`" of March. Concurrently, RTA's board will take action. Ms. Feke indicated <br />that is where they are with the properties so she turned the podium over to Ken Emling to go over the <br />remaining nine issues. Nir. Emling of Richard Bowen & Associates, the architects representing RTA, <br />said there were a number of issues that came up at the last meeting and they would like to ao over <br />them one by one and discuss what their action has been. The first item is the request for no vending <br />machines in the building. The plans they submitted on Friday indicate they have taken out the vending <br />machines. The second item is the request to have the landscape architect meet with the city forester. <br />He did do that and both gentlemen walked the site together. The city forester selected about 10 trees <br />that he felt were worthwhile trying to save. Those trees will be marked on the landscape plan. They <br />will, durina construction, put in a protection zone around those trees to do the best that is possible to <br />save them. So that has been looked at and is accounted for. The next issue is the sound wall. They <br />have, as directed, changed the height from 9' to 12'. In most cases what they will attempt to do is <br />provide a 4' landscaping mound with an 8' sound wall. So they have raised it the 3' that was requested. <br />He said regarding the northern property line, it was requested that a fence be put up from the sound <br />wall all the way to the western property line. RTA is planning on installing a 5' high chain link fence <br />all along that property line. There is basically no means of getting across that from Kennedy Ridje <br />Road and into the site. Apparently there was some damage done to the fence on the south property line <br />abutting the residences and as a part of this construction project, any fencing that was damaged will be <br />repaired. to a new condition. There was a Question regarding air quality testing on residential sites. <br />After the last meeting, two residents stayed behind and volunteered their properties. Mr. Emling said <br />they took their names and numbers and their consultant is in the process of getting all that work <br />prepared. It has not been initiated yet but Mr. Emling indicated he spoke with both residents over the <br />phone to let them know it's in the works. Another issue was bringing the board up to date on what is <br />happening with the ODOT approvals. They have to approve the plan based on its location to the <br />freeway. There is nothing more to update the board on as they are reviewing the traffic report as it <br />stands right now, and they have indicated it's a two to six week process.
