Mrs. Donovan's Response: 1VIrs. Donovan suggested that they only took pictures of what had to <br />be removed from the house, if she would have been given a few weeks more in the home she could <br />have cleaned everything up. The only reason she did not take out the trash was that at the time she <br />was not physically able to do so. She believes that it is unfair to deem the house unlivable, as all it <br />needs is to be cleaned properly. <br />Board members comments & q{uestions: Mr. M. Conway explained that the board felt badly for <br />Mrs. Donovan however, there is certain standards that need to be upheld as far as the property is <br />concerned. Mrs. I)onovan indicated that she would like the opportunity to have the house cleaned <br />up and restored to a standard acceptable to the Health Department and the City of North Olmsted. <br />She voiced that she missed her animals and was homesick for her house. Mr. M. Conway advised <br />Mrs. Donovan that the home would require an extensive amount of work to bring it into living <br />order. He further questioned if Mrs. Donovan had the funds available to have the work done. 1dIrs. <br />Donovan stated that she did not have the funds but would have to barrow the money to get it done. <br />Mr. Engoglia questioned if Mrs. Donovan had relations that could assist her. Mrs. Donovan <br />indicated that she had relatives in Florida but none in Ohio. <br />Nursing home represeaatatives comments: Mrs. Pierce from Harborside Nursing Home indicated <br />workers at the nursing home are working with Mrs. Donovan to acquire the money to restore her <br />home. 1VIr. Engoglia questioned if Mrs. Donovan was residing at the nursing home now and if her <br />stay would be permanent. Mrs. Pierce indicated that Mrs. Donovan is hoping it will be temporary. <br />The nursing home is working in conjunction with Medicare to provide her therapy in hopes of her <br />strength returning and the hope that she can make the arrangements to return home once it is <br />cleaned up. Mrs. Pierce encouraged Mrs. Donovan to explain what she has been advised to do. <br />Mrs. Donovan remarked that it was advised that she borrow money against the home and hire <br />professionals to clean the home. <br />Board members comments & questions: Mr. Engoglia reviewed that the pictures show that this <br />has been going on for a very long time for the home to look like this. Mrs. Donovan remarked that <br />she is 84 years old and used to have the strength of five women but as she is getting old she does <br />not have the stamina she used to. Mr. Engoglia reiterated that the problems in the home are not <br />just a few weeks of neglect. This neglect has been going on for some time. The City does not want <br />to hurt you everyone wants to help you. The City has to do what they have to do to make this right. <br />Mr. D. Conway was asked if the City could give more time or is it too late. Mr. D. Conway <br />commented that there is no deadline that has been placed on the repair of the property. However <br />the City has been waiting for the opportunity to work with Mrs. Donovan or any representative she <br />may have to determine the next step. Mr. D. Conway stated he would not send an inspector in to <br />make a determination at this point to clarify the viability of the structure. Although through his <br />experience depending on the length of time it has been in this state, a lot of the structure is <br />salvageable. Mr. Engoglia commented that the home is basically a sound structure. <br />I)eadline discussed: Mr. Engoglaa questioned how much time she would need to arrange to have <br />the cleaning done. Mrs. Donovan believed that the timeframe needed would depend on the City. <br />1VIr. Engoglia informed Mrs. Donovan that the City is willing to give you some time to have the <br />work done, but they would not let the situation continue for another year. The City will give you a <br />reasonable amount of time to have the home brought back to living condition. Mrs. Donovan <br />indicated that she was anxious to get back home. Mr. Puzzitiello questioned if Mrs. Donovan had <br />someone in mind to do the cleaning now. Mrs. Donovan indicated that she did have someone in <br />2
