<br />ordinance to stipulate that, it is easier to believe it is the whole parcel. He said he tends to believe <br />there is a certain district. He said if it touches upon the district, they are looking at the whole site. He <br />added that it appears the architect, the adininistration, and the Council. want to gather as much input <br />from whatever source that they can. He said they have no intention to limit the type of input that <br />comes in. He said the Planning Commission has a charter authority to regulate or approve a public <br />building and Landmarks wouldn't have a charter function. It is a source to gather input in the unique <br />area where Landmarks members have expertise. Mrs. Lord asked for clarification on the charter. <br />Mr. O'Malley said under the charter, the Planning Commission is to approve streets, public buildings <br />and things of that nature. He said ordinances do not proceed without the Planning Commission's <br />approval in that arena. He added that Landmarks authority is not on par with the Planning <br />Commission. Mr. O'Malley said the city council has final authority over how a matter would proceed <br />and must approve before an ordinance would pass. There was further discussion about the <br />responsibilities of the Planning Coinmission and Landmarks. Mr. Dubowski asked if the city is <br />bound by its own ordinances. He said the board would have no official say in the library site <br />regardless of whether it involves 5 ft. or 5000 ft. Mr. O'Malley confirmed that. Mr. Barker asked <br />then if in reality the Planning Commission would have nothing to say. Mr. O'Malley disagreed with <br />that. The board decided to have a meeting on Thursday, June 20t" to review the plans and the model. <br />Mr. Barker suggested they stick with what has been presented, and the issues they have discussed in <br />the past which is architecture, appearance, and green space which is dealing with the historical <br />district. <br />G. Corell made.a motion to obtain the plans and model so the board can meet to review them on <br />Thursday, June 20t1i at Old Town Hall. The motion was seconded by P. Barker and unanimously <br />approved. Motion Carriecd. Mrs. Kilbane confirmed she will let the board members know when the <br />meeting is arranged. <br />Mr. Miller suggested getting the range of costs per square foot so if they are looking at adding that <br />6000 square feet, they will have an idea of how much it will cost now as opposed to later. G. Corell <br />made a motion to amend the previous motion to include providing the range of cost per square foot <br />that was released informally to City Council. The motion was seconded by P. Barker and <br />unanimously approved. Motion Carried. <br />IV.
