re <br />according to the Law Director and Assistant Law Director, it is a mute point. Mr. Barker said the main <br />points to focus on are rear view, green space, gazebo, and landscaping. Mrs. Lord added they should <br />consider how it all fits with the historic district, with some recognition that there has been an attempt to <br />have the front of the library match the Old Town Hall. She said she would like to be certain that that is <br />recognized because it didn't start out that way. Mrs. Lord referred to the plans. She pointed out a <br />vestibule, and a gallery. She pointed out a critical spot designated for the Ox-Cart Library. She referred <br />to the circulation area as well. She said there is a central reading area, and there has been a lot of <br />conversation about the overall enviromnent and having it meet various needs. She pointed out the <br />meeting rooms and said there is a 128 chair meeting room with a galley, refrigerator, and microwave. <br />There is also a conference room with the same features. They may anange it so the room can be opened <br />up for larger groups. Mrs. Lord mentioned the children's section. There was further discussion about <br />the interior layout. NUTE.• At this point the air conditioning unit came on and the discussion wczs <br />difficult to hear on the tape. The issue of 6,000 square feet being left for expansion was mentioned. <br />The pick up area was mentioned as well. Mr. Barker pointed out he was approached by a resident who <br />was very much in favor of a pick up/drop off area because of her children. Mr. Barker invited her to the <br />meeting and said he would mention the pick up area if she were unable to attend. He said it will be on <br />the list of recommendations. Mrs. VanAuken asked about the book drop off. The issue of parking and <br />pedestrian traffic was discussed. Mayor Musial joined the meeting and indicated he was not able to <br />obtain color renderings. Mrs. VanAuken mentioned to the Mayor her dissatisfaction with a beautiful <br />entrance that cannot be used. The Mayor mentioned that it is similar to the situation at Chambers <br />Funeral Home where there is a big entrance in the front but the real entrance is on the side. Mr. <br />Dubowski asked what the chances are of getting a bus stop. The Mayor indicated that is being worked <br />on and is something they can control. The Mayor pointed to an area on the plans where there should be <br />a flagpole. Mrs. Lord pointed out the Ox-Cart Library sign must be moved. Mr. Barker said they may <br />want to consider a bus stop on Butternut. Mrs. Lord said the accessibility issue was brought up the night <br />of the Planning Commission meeting. The Mayor mentioned that when the Park-N-Ride goes in, there <br />is a good possibility of getting the Community Transit System. He said they will have a regular <br />schedule and it can be posted and distributed. He pointed out that then there will be a$10 million bus <br />garage, in 2006, out near the i-ndustrial parkway. Mr. Barker said a resident asked about that at a <br />Planning Commission meeting. They asked if there will be an expansion of the bus garage located by <br />city hall. The Mayor said it will become the central dispatch area. The reason the new garage is out <br />west is because they will be going to natural gas and it will be out of the way of residential areas. The <br />Mayor indicated he will have to leave the meeting shortly. He said there seems to be an impression that <br />the library structure is only 24,000 square feet. He pointed out it is not, it is 30,000 square feet. He <br />added that the room for expansion is 6,000 square feet; plus there will be a 6,000 square foot basement, <br />which will go in because it came in on budget. Mrs. Lord asked if the 6,000 square feet is really an <br />issue right now. Mayor Musial indicated it is not. He said if we did not have a basement, the library <br />would only be roughly 27,000 square feet because you have mechanical equipment taking up space. He <br />said now that equipmerit will be in the basement, which frees up a lot of space. Mr. Barker asked if the <br />original proposal was discussed or presented to the public as larger than 30,000 feet. The Mayor <br />- indicated no, it was not. He said there were some individuals that suggested that they go to 45,000 <br />square feet and become a regional library but we can't do that; it is out of our control. Mrs. Lord said <br />the whole regional branch library system has certain specifications that North Olmsted has to live with. <br />She said we aren't a regional library. Mayor Musial confirmed that and said the thought was to have <br />North Olmsted become the regional and bump Fairview Park out of that spot. Mrs. Lord mentioned the <br />pick up area to the Mayor. The Mayor said they may certainly suggest it but it is labor intensive. Mrs. <br />Lord mentioned they would have to be able to staff it as well. Mrs. VanAuken asked about the issue of <br />raised crosswalks so cars cannot race through. Mrs. Lord confirmed they would be put in. She then <br />asked the Mayor if all of this was included in the budget that came in. The Mayor said they will need <br />2
