2. Ganlev Westside VW; 25600 Lorain Road: (WRD 1) <br />Proposal consists of the construction of a third building, which will be 34,200 square feet and <br />house Ganley Westside VW. Note: The Architectural Review Board addressed the proposal <br />on 11-19-03. Planning Commission tabled the proposal 11-25-03. <br />Mr. Zergott called all parties forward to review their proposal. Mr. Herschman from <br />Herschman Architects came forward to review the proposal. <br />Applieants presentation: <br />Mr. Herschman felt that they were returned to the Architectural Review Board for the <br />parking area not the building. Mr. O'Malley disagreed, he thought the applicants were back <br />before the Architectural Review Board because the landscaping plans were very rough and <br />the board wanted to see more detail. The board also made recommendations of adding <br />elements to the design of the building as well. Mr. Herschman suggested that they added <br />the gray band that the Architectural Review Board requested. The front landscaping was to <br />include evergreens for the winter months. Mr. Zergott felt it was a better landscape plan <br />however the buffer along the back and side shows white pine only and he would like to see a <br />mix of Austrian-pine and white-pine used throughout the site. That will insure that if a <br />disease hits one variety it will not effect the entire site. Mr. Herschman indicated that they <br />have increased the sideyard from 20-foot setback to 24.8-foot setback. Every tree 4-inch or <br />larger in caliber will remain in place. Currently the tree survey is being conducted to <br />determine which trees will need to be removed. The existing landscaping will remain along <br />the north side. They will plant trees along the north area so that they line up with the <br />windows of the residential homes to make sure they are buffered. <br />Law Department comments: <br />Mr. O'Malley reviewed that the first time the applicants were before the board most of the <br />rear site was going to remain as is. However through meetings with different City <br />departments working on addressing multiple zonings on the lot and the question of adequate <br />parking on the site plus the water retention basin being added in the residential area of the lot. <br />The applicants will now request rezoning of the residential area which will go before <br />Planning Commission. <br />Further review of the proposal: <br />Mr. Herschmin suggested that 40-trees would be added to the rear area and trees, which <br />measure 4-inches, or more in caliber would remain in tact. There will be a security fence 20- <br />feet in from the property line for the security of the cars. The material will be a black coated <br />vinyl chain-link fence. All the cars that will be parked in the rear of the lot are backed into <br />place for storage. Along the east side of the site there is a natural wooded area which is very <br />dense. Ms. Wenger pointed out that the trees shown along the east property line of the plans <br />are pre-existing trees owned by the abutting neighbor. 1VIr. Herschman indicated that the <br />trees are shown to demonstrate the density of the area and they will address their 15-foot <br />zone as far as landscaping. Mr. Zergott questioned how far are the setbacks required to be <br />on the rear property line. Mr. Conway indicated that it is a 15-foot setback requirement. <br />Mr. Herschman suggested that most of the rear area would be used as the underground <br />retention basin. Everything that is 4-inches or higher will be saved and not removed unless it <br />is diseased or a shrub. Discussion regarding some of the existing fences along the rear <br />property lines took place. Mr. Crook questioned if there was any thought to placing a board <br />on board fence around the entire perimeter of the site. Mr. Herschman suggested that if the <br />City wants the entire perimeter fenced then they would be willing to fence in the entire site. <br />4
