like to see the Minnich's set a post on their property, nine inches into Mr. Wiebusch's property to connect a
gate. This would give Mr. Wiebusch access to their property to maintain his fence, and he would be
allowing them a nine-inch variance. Mr. Wiebusch indicated that is a possibility but before he accepts that,
he would like to see something in writing depicting exactly how they plan to do everything. Mr. Klesta
said he believes they can set a post and attach to the neighbor's fence or set a post close to Mr. Wiebusch,
not against it. It would be an easement of sorts to give Mr. Wiebusch access so he can maintain his fence.
Mr. Klesta drew a diagram and reviewed it with the board members, the applicant, and the neighbor to
show them a possible compromise. Mr. Engoglia gave some suggestions on post placement. Mr. Minnich
said they also need something so the dogs cannot go under the wood fence. He suggested putting his fence
six inches in so there would be fifteen inches between fences. Mr. Wiebusch asked about the issue of
maintenance. Mr. Klesta said the board would not allow fences two feet apart. There was further
discussion among all the parties. Mrs. Minnich came forward and asked if they could put a wire fence from
Mr. Wiebusch's fence down and put it across the bottom so the dogs could not go through. Mr. Klesta
asked if she is talking about attaching something to his fence. Mrs. Minnich said it would be tacked on the
bottom so the dogs do not go under it. Mr. Engoglia asked if there were any other audience members
present for this proposal. A woman in the audience indicated she lives next door to the Minnich's and she
has no problem with the proposal. Mr. Klesta said if the applicant was to attach something to the bottom of
the existing wood fence, it would be between the two homeowners. It is not an issue for the board. Mrs.
Minnich said if Mr. Wiebusch would be willing to think about that, they can talk about finding something
amenable to him. Mr. Minnich said a gate is a real problem because it has to remain closed. 1VIr. Engoglia
suggested giving the parties some time to discuss a solution. He said they could reconvene next week if
they had to. Mr. Wiebusch said he does not want to agree to anything tonight. He wants it laid out and
wants it done the right way. He wants to see specifically what will be done. He has been available to talk
to for the past several months and he does not think they should have to finalize this at the eleventh hour. It
is not fair to him given that he just received notification of the meeting. Mr. Klesta said he proposes they
postpone the meeting until next Thursday. Mr. Minnich indicated he is supposed to go out of town for ten
days. He has already put off what they want to do for several weeks. There was further discussion about
tabling the proposal and setting a date for a continuance. Mr. Conway suggested that Mr. Minnich put
something down in writing for Mr. Wiebusch so they can come back with a solution to the situation.
R. Klesta made a motion to table the proposal for two weeks. They will continue the meeting on
Thursday, September 4t" at 5:30. The motion was seconded by P. Engoglia and unanimously
approved.
The clerk announced that no further notices will be sent out.
2. Lewis & Donna Sabo, 4199 Lisa Lane, WRD1
A variance for a new 5 foot board on board fence.
(1369.03 (a) (3)) General requirements for fences: Where a neighbor has already installed a fence along a
property line, an additional fence will not be permitted.
Mr. & Mrs. Sabo came forward to address the board. Mrs. Sabo indicated their initial request was to put an
adjacent fence to her neighbor's chain link fence. Her neighbor met with their fence representative last
night and he agreed to have them remove his fence that is adjacent to their property. They will then put up
a wooden fence. Mr. Klesta said if her neighbor is removing that portion of the fence, there is no issue
before the board. Mrs. Sabo then presented the letter from her neighbor (see attached). Mr. Rymarczyk
pointed out the chain link fence will have to be removed before a permit can be issued. Mr. Sabo said his
neighbor did want assurance that he would not have to change anything else. N1r. Engoglia said he just has
to take out the back fence.
V. ADJOURNMENT: Chairman Puzzitiello adjourned the meeting at 6:05 p.
03
Ray P zi iello, C? ir an Date / I/ Annie Kilbane, Assistant Clerk of Commissions
2
