O'Malley, and <br />Landmarks Commissioners <br />Date: 9/22/03 <br />Re: POTENTIAL PROBLEMS WIT`H 27040 BUTTERNTJT RIDGE ROAD <br />At the landmarks Commission meeting of September 8, 2003, Mr. Roman Pohlid of 27040 <br />Butternut Ridge Road requested a Certificate of Appropriateness for vinyl siding. For a Circa <br />1830 Home. He stated that the house will not hold paint and that it is chilly in cold weather. <br />He expects the siding to cover the peeling, cracking paint to provide insulation to the house. <br />Through my best research, the cause of the paint problems could be both improper painting or <br />improper preparation and or inadequate ventilation causing dampness on the backside of the <br />siding. Dampness cause by poor ventilation would also cause the house to feel cooler in the <br />winter months. (His siding contractor Mr. John Tobin must know this because he advise Mr. <br />Pohlid to open his window 1 inch to a11ow the house to breath). <br />Since this house is partially covered by vines, it may be that the wood under the cracked and <br />peeling paint is collecting moisture preventing good adhesion and a damp feeling inside. Mr. <br />Poh11d lnformed Mrs. Lord that he could not hang gutters because the wood is too rotten to <br />hold the nails. I would be remiss if I did not call this to your attention before the possible <br />application of vinyl siding and fan-fold insulation. The Landmarks Commission could deny <br />the pernut but it has no legal authority to make him correct his structural problems during the <br />six-month waiting period before he could side without the certificate. I was not sure if the <br />Building Department inspected the property prior to issuing a`siding pernut. If a site inspection <br />of the current conditions are not found it would be possible for Mr. Pohlid to conceal structural <br />defects with the siding and future homebuyers would never know. Can anything be done <br />before the Landmarks meeting on Monday, September 29, 2003? If so please contact the <br />Commissions Office so they can contact Mrs. Lord with your advise. <br />0 Page 1
