After Board of Zoning Appeals he will bring the new City <br />Planner up to speed on what they are trying to achieve. He commented that hopefully they have <br />addressed some of the comments and concerns the Planning Commission has. <br />Discussion of Lifestyle book: <br />Mr. Koeth was thankful for the book and indicated that on page 31 of the book (East Cobb) there <br />are patio's with fountains and chairs shown and questioned if the North Olmsted courtyards would <br />be the same. Mr. Berryhill assured the board that that is exactly what they are trying to achieve for <br />North Olmsted. Mr. Koeth questioned if the North Olmsted site would include towers and facades <br />such as what is shown on page 32 of the book provided. Mr. Berryhill suggested that they got <br />their ideas from the book itsel£ Mr. Koeth questioned if the North Olmsted Lifestyle Center <br />would have a fountain like the one on page 38 and clocks as depicted on page 39. Mr. Berryhill <br />suggested that he had concerns about fountains as they work in the southern states but in this <br />temperature climate it wouldn't work and become slightly messy. Mr. Koeth questioned if the <br />green space shown on page 40 would be at the North Olmsted Site. Mr. Berryhill answered "yes" <br />that is correct. Mr. Yager commented that he was not sure what he was supposed to be reviewing, <br />as he did not have complete plans. <br />Law Department Comments: <br />Mr. O'Malley suggested it would be appropriate if the Building Department or the City Planner <br />could get the developer to establish exactly what plans he is referencing. As it is his understanding <br />that the Architectural Review Board saw site plans and color renderings that have not been <br />submitted to Planning Commission. He asked the clerk if in fact the renderings, which the <br />applicants presented at the Architectural Review Board, were provided to the Planning Commission <br />members. Mrs. Rote commented that the applicants did not submit those plans for Planning <br />Commission nor for the office file. Mr. O'Malley advised that it should be clear that what was <br />presented to the Architectural Review Board was not what the Planning Commission was reviewing <br />presently. In fact, the documents regarding the Target Store presented to the Architectural Review <br />Board by Target has not been shown to the Planning Commission. Mr. Berryhill stated "that is <br />correct", as we all know that was a preliminary meeting with the Architectural Review Board and <br />this is not an official or formal proposal it is an on going concept. It is to get ideas of what the <br />Architectural Review Board would like to see in the plans so they do not waist their time when they <br />return later. <br />Board members comanents: <br />Mr. Hreha questioned if the proposal was not official or formal then why were the applicants <br />before the commission. Mr. Berryhill suggested that according to the North Olmsted flow chart <br />they are present to review a site plan and go to the Board of Zoning Appeals in accordance with the <br />Cities flow chart. Mr. Koeth commented that the commission had yet to see what was submitted to <br />the Architectural Review Board. He questioned what the applicants were showing the commission <br />and if it was what the Architectural Review Board was presented. 1VIr. Berryhill suggested that <br />they showed the Architectural Review Board a two-dimensional drawing of a three-dimensional <br />rendering. The site plan that is being shown to Planning Commission tonight is a new site plan <br />based on the Architectural Review Board comments. Mr. Yager suggested that the applicant was <br />saying all Planning Commissions comments are still relevant to the proposal. The renderings, the <br />esthetics, the book of lifestyle environments, and saying close your eyes and imagine if you will it <br />will end up this kind of look. The applicant is asking the board to put a lot of faith in them that they <br />are going to take a leap from a site plan to a finished proposal on trust us it will happen. Mr. <br />Berryhill remarked that Planning Commission has full approval rights as to where he goes. If he is <br />showing Planning Commission something they do not like they have the right to deny him the right <br />2
