Hoff-Smith "Yes" with following comment; I will continue to monitor <br />Home Depot as I am very disappointed. The fact that Home Depot is coming to the City <br />asking to allow the expansion and "they" throughout the entire time have continuously <br />lbroke the agreement to not have merchandise outside the building. M. Yager "abstain". <br />Motion carried <br />2. Carnegie Manageanent & Development Corporation, Parcel E: <br />The proposal consists of approximately 211,000 square feet of multiple family housing which <br />includes an 86,000 square foot garage and approximately 211,000 square feet of retail space <br />spread over four (4) buildings and a below grade parking garage. Note: The Planning Commission <br />approved the preliminary land use on May 27, 2003. Variances are required. Structures have <br />been relocated from the original preliminary plan. <br />Developers Presentation: <br />Chairman Koeth called all interested parties forward to review the proposal. Mr. Berryhill, with <br />Carnegie Management Corp. came forward to represent Parcel E. Mr. Berryhill suggested <br />Carnegie met with the neighbors Association in June. Since then, they have had a survey of the <br />lot and from that survey, a few minor changes have taken place. The existing traffic light will be <br />located between Building "C" and "B" which is an existing location. The buildings have been <br />moved closer to Brookpark Road to further buffer the rear neighbors. The two-multi family <br />buildings will have underground parking. 51.6% of the land, being used is now residential use. <br />An additional floor has been added to the multi-family buildings "C" &"D". By adding a third <br />floor, they will be able to accommodate 100 family units. Between buildings, "C & D" there will <br />be an outdoor area with landscaping and seating for outdoor dinning. The family units in <br />buildings "C &"D" will be accessible through the underground parking lot via stair-wells and <br />elevators both. The elevators will stop at all three floors and an open-air bridge/walkway on the <br />second floor has been added to connect buildings "C & D" together. Building "B" will be two <br />stories with larger family units and will use the underground parking area as well. However, they <br />will only have the option of two stairwells for access to the apartments. The two stairwells for <br />building "B" will be located at the northeast and northwest sides of the building. There will be a <br />crosswalk to cross the main street entrance to building "B". They are thinking of using brick <br />paviors for the crosswalk, which would match the front sidewalks. All residents will be asked to <br />use the underground parking lot and for those 15 to 20 units in building "B", they may <br />temporarily park to drop things off then park in the garage. At the meeting with the residents, the <br />residents voiced that they did not want the loading dock on the proposed Target building to face <br />the residential neighborhood. Therefore, the loading dock will face Brookpark Road however, it <br />will be totally enclosed and include a garage door. Mr. Hreha asked for a clearer explanation of <br />the loading dock. Mr. Berryhill reviewed that the dock area will be walled in with a roof over it <br />and have a garage door to open and close for deliveries. When deliveries are made the trucks will <br />back into the loading dock area and the only portion of the truck that will be seen is the truck cab. <br />The dock area will be 48-feet deep and the door will only be opened when a delivery is being <br />made, otherwise it will remain closed. Page L1.1 is the landscape plan, which shows a natural <br />buffer around the entire site. The area facing Mitchell Drive will have a 150-foot buffer. The <br />north 75-feet of land will remain in its natural state, but will be cleaned up some to get rid of the <br />rubbish and trash. South of the natural wooded area will be 8-foot berms with an 8-foot board on <br />board fence atop the berm. The residents along Mitchell Drive have expressed a concern about <br />standing water in the area so drains are being placed along that area to drain the water inward to <br />the underground retention system. The east side of the property will have a 63-foot natural area, <br />the fence-line and then another 25-foot landscaped area which ends at the curb-line. Building "A" <br />at its narrowest point will have a 100-foot setback. The north west area facing Linda Drive will <br />3
