CITY OF NORTH OLIVISTED <br />` "TOGETHER WE CAN MAKE A DIFFERENCE!" <br />PLANPTIlXG COMMISSION <br />1VIINUTES - OCTOBEIt 14, 2003 <br />IN COUNCIL CHAMBEItS <br />7:30 P.M. <br />I. ROLL CALL: Chairman Koeth called the meeting to order at 7:35 p.m. <br />PRESENT: R. Koeth, M. Yager, S. Hoff-Smith, J. Lasko, C. Allen, and W. Spalding <br />ALSO PRESENT: Assistant Law Director B. O'Malley, Assistant Building Commissioner T. <br />Rymarczyk, City Engineer G. Durbin, and Assistant Clerk of Commissions A. Kilbane <br />R. REVIEW AND CORRECTION OF MINUTES: <br />The Planning Coinmission minutes dated September 23, 2003 have been submitted for approval. <br />R. Koeth made a motion to approve the September 23, 2003 minutes as submitted. The motion <br />was seconded by S. Hoff-Smith. Roll call on the motion: J. Lasko, W. Spalding, S. Hoff-Smith, <br />M. Yager, and R. Koeth - Yes, C. Allan - Abstain. MOTION CARRIIED. <br />Chairman Koeth announced the agenda will be inodified and the lot split proposals will be addressed <br />first. (See Section IV. New Developments and Subdivisions) <br />IIL BUII_,DING DEPARTMENT REQUESTS: <br />1. Cingular Wireless (CEn Power Tower; 31133 Loi•ain Road: <br />The proposal consists of placing a Cingular Wireless antenna atop an existing CEI power tower, <br />inserting an equipment shelter and placing a fence around the shelter. Note: variances are required. <br />Applicant's Presentation <br />Mr. Satarawala came forward on behalf of Cingular Wireless. He gave a brief summary of the <br />previous proposal Cingular brought to the Planning Commission. He said the commission had <br />suggested that they relocate the project and they have done that. They would like to collocate on a <br />CEI power tower. He referred to a letter froin Ms. Deborah Farris, which grants a use permit. Mr. <br />Satarawala explained that CEI owns the tower and the property across the road to the north, east and <br />south of the site. He then reviewed the zoning and indicated they will need 3 variances from the <br />Board of Zoning Appeals. He said that the radio frequency engineer, John Kovitch, is also present to <br />answer any questions. <br />Board Member Questions and Comments <br />Mr. Koeth asked if the coverage area will be similar to the previously proposed site. Mr. Kovitch <br />indicated the CEI tower is not the ideal location in terms of coverage. There was discussion about <br />coverage issues. Mr. Koeth asked how high above the tower the antenna will be placed. Mr. <br />Satarawala indicated it is 15 feet per the city code. He then offered pictures of the site to the board. <br />Mrs. Hoff-Smith inquired about the size of the equipment shelter at the site. W. Satarawala said it <br />will be 10 feet high and have a security light activated by a sensor. It will be fenced in and have <br />arborvitae along the sides by the fence. Mr. Koeth asked Mr. Rymarczyk to review the variances <br />needed. Mr. Rymarczyk explained the variances required: 1). antenna would be within 1/2 mile of <br />existing cellular site, 2). the set back, 3). and no irrigation planned at location. W. Satarawala <br />indicated there is no need for irrigation and CEI prefers no water near power towers. He then <br />showed photographs of the actual insert. The board members discussed the location of the insert on <br />the tower. An audience member asked for clarification on where the insert would go. Three <br />audience meinbers then stepped forward and reviewed plans with Mr. Satarawala and Mr. Koeth. <br />Mr. Yager commented that it would be nice if the lower part of the site had landscaping along Lorain <br />Road where the fencing is. Mr. Satarawala said it is not a problem to add more landscaping. They
