ti '1" •1 <br />CITY OF NORTH OLMSTED <br />"TOGETHER WE CAN MAKE A DIFFERENCE!" <br />PLANNING COMMISSION <br />MINUTES - SEPTEMBER 9, 2003 <br />7:30 P.M. <br />I. <br />U. <br />III. <br />ROLL CALL: <br />Chairman Koeth called the meeting to order at 7:40 p.m. <br />PRESENT: Chairman R. Koeth Board members, W. Spalding, S. Hoff-Smith, C. ALLAN, and J. <br />Lasko. <br />ALSO PRESENT: Assistant Law Director B. O'Malley, Building Commissioner D. Conway, and <br />Clerk of Commissions D. Rote. <br />Chairman Koeth announced that if there was anyone present for Cingular Wireless or Pruitt <br />Construction Inc. (Great Northern Dodge), both applicants withdrew their proposals indefinitely. If <br />either applicants return the abutting neighbors will be notified. He further reviewed that the order of <br />the docket would be changed and the board would address New Developments and Subdivisions <br />before Building Department requests. <br />REVIEW AND CORRECTION OF MINUTES: <br />The Planning Commission minutes dated July 22, 2003 have been submitted for approval. <br />R. Koeth motion to approve the Planning Commission minutes dated July 22, 2003 as written. <br />J. Lasko seconded the motion, which was unanimously approved. Motion Carried. <br />NEW DEVELOPMENTS AND SUBDIVISIONS: <br />Rockwvnd Cluster Plat PP# 237-19-002 <br />The proposal is to construct a 31-unit single family cluster home development Permanent Parcel <br />Number 237-19-002 (5.5710 acres) has been rezoned from A, Residence, Single to Single Family <br />Cluster District. The location of the property is on the east side of Columbia Road, approximately <br />300 feet south of Brookpark Road, and north of interstate I-480. Planning Commission on October <br />22, 2002 previously approved the development plans. <br />Applicants presentation: <br />Chairman Koeth called all interested parties forward to review the proposal. Mr. Corsi with Graystone <br />Realty Group the owners of Rockwynd came forward to review the plat request. The plats submitted <br />include easements, which were previously approved by City Council. They would like to file their plat, <br />which requires the Planning Commission Chairman's signature. Mr. Koeth reviewed that in October <br />2002 the board approved the Rockwynd cluster proposal. Mr. Spalcling reviewed that at the October <br />meeting he was concerned for the lack of adequate parking spaces as well as the length of some of the <br />driveways. He questioned parking easements and stipulations regarding whom would enforce parking <br />restrictions. Mr. Corsi indicated that the association would enforce, the rule and the bylaws cover the no <br />parking in the driveway rule. Mr. Spalding voiced that he was still concerned about the lack of proper <br />parking/driveways in the development. Mr. O'Malley indicated that the developer and the recording <br />office prefer the document before the board so that each unit will have a legal description, and permanent <br />parcel number issued. The plat meets the engineer's specifications and does not dedicate any lands. The <br />conveyances were made for the easements of sanitary lines and water lines, which have previously been <br />approved by Council. <br />R. Koeth motion to approve Rockwynd Cluster Plat PP# 237-19-002 as submitted. J. Lasko <br />seconded the motion, which was unanimously approved. Motion Carried. <br />IV. BUILDING DEPARTMENT REQUESTS:
