This prograin was created i.n 1997 in cooperation
with the wireless communication industry with the mission of managing the constrruction of
cellular towers within the State of Oliio. rollowin g you will find an overview of the
communication program outlining tlie benefits this program has created (See Attached).
One very importaut benefit this program provides is an alternative to consuucting towers in the
heart of residential neighborhoods. These towers are constructed and paid for totally by rhe
wireless commwaication providers. ODOT policy also.directs -the wireless providers to negotiate
with other wireless companies and make availablc: tower space to accommodate additional
cellular operations. This co-location effort again reduces the number of cellular towers in a given
area. - - -
It shoold be pointed out the proposed cellular tower site is located in the ODOT right-of-way and
is in keeping with rhe City of I>Tarth Olmsteds Wi reless Telecommunication racilities
Regularions Chapters 1126.and 1151. Tn the past when wireless provides ha.ve approached Narrh
Olmsted for sites to constructed cellular towers the Building Commissioner David :L. Conway
has d'arected them to the ODOT riglzt-of-way. An example of this cooperauon betvveen ODOT
and North Olmsted can be seen in the recent construetion of the cellular tower at I-480 and
Clague Road.
In closing it is also ODOT policy to direct the wireless provider w pay all fees due the local
authoriry that may result in'the construction of a given cellular tower. I hope tlus correspondence
has provided a few key poiRts, to assist you in yaur review of tlii.s proposed cellular tower
project.
!w l=QVwL OPPC>Rrtnvrcv LMP1.csYCR
