ROLL CALL: Vice Chairman Spalding called the meeting to order at 7:45 p.m. <br />PRESENT: W. Spalding, S. Hoff-Smith, J. Lasko, K. O'Rourke, and C. Allan, <br />ALSO PRESENT: Assistant Law. Director B. O'Malley, Building Commissioner D. Conway, and <br />Assistant Clerk of Commissions A. Kilbane <br />ABSENT: R. Koeth, and T. Hreha <br />U. REVEEW ANID CORRECTION OF MIN-[JTES: <br />The Planning Commission minutes dated March 11, 2003 have been submitted for approval. <br />W. Spalding made a motion to approve the minutes as submitted. The motion was seconded by S. <br />Hoff-Smith. Roll call on the motion: S. Hoff-Smith-yes, K. O'Rourke-yes, J. Lasko-yes, W. Spalding- <br />yes, C. Allan-abstain. 1VIotion carried. <br />III. BUII,DING DEPARTMENT REQUESTS: <br />1. T Mobile Wireless Communication Tower; North West corner of Brookpark &Cla2ue Road <br />PP#237-23-030 & 031 <br />Proposal consists of installing a permitted wireless communication tower in the I-480 state right of <br />way. <br />Mr. Spalding called all interested parties forward. Mr. John Sindyla came forward on behalf of T- <br />Mobile. He indicated they are proposing a 160 foot tower within the Ohio Department of Transportation <br />right of way. He said the area surrounding the tower will be a 60x60 foot square area enclosed by a 7 foot <br />high wooden fence. They plan to put in a number of trees per O.D.O.T. requirements. They are also <br />being required to make the landscaping berm 15 feet wide. The remaining half side of the fence will be <br />the access drive. He said on the west side of the compound, the code dictates that they retain as much of <br />the existing vegetation as possible. He pointed out that North Olmsted requirements dictate that they be <br />110% the height of the tower from any residential dwelling. O.D.O.T.'s internal policy dictates that they <br />be 250 feet from any residential dwelling from the base of the tower. They have shown a 250 foot <br />diameter from the base, which indicates there are no dwellings within that radius. The closest residence is <br />approximately 300 feet away. Mr. Spalding asked if the fencing is a board on board fence. Mr. Sinciyla <br />indicated it will be. Mr. Spald'ang asked if they looked at any other locations on that site. He wondered <br />why they picked that corner. li'Ir. Sindyla replied they did consider the whole site and consulted with <br />O.D.O.T. He said O.D.O.T. utilizes the site for quite a few things. They have mounds of rumble; they <br />use it as a staging area for resurfacing I-480 or other projects in the area. He said in addition there is an <br />exit ramp onto Clague Road and eventually O.D.O.T. plans on putting another exit ramp going east onto <br />Clague, and so that was a consideration. They wanted to accommodate O.D.O.T. and its plans for the site <br />in the future and minimize any potential conflicts. 1!'Iro Lasko mentioned the letter from Cathy Becker, <br />the Assistant City Engineer, in which it indicates the plans are acceptable provided that all existing <br />underground utilities and the right of way of Brookpark Road and Clague Road are added to the plan. He <br />asked if that has been done. Mr. Sindyla replied that it is in the process of being done. Mr. Lasko said <br />the second part of the letter deals with soil erosion control measures and he asked if that will be <br />incorporated as well. le'Ir. Sindyla replied it will be. Mr. Conway said the city passed an ordinance <br />which permits a tower to be in the right of way. He added that T-Mobile has more than complied with the <br />set back requirements. He said the board may want to consider whether there is any significant adverse <br />impact and do some tweaking to the site plan. He said he personally does not find any objection to the <br />location. Mr. O'Malley pointed out that some research was done on this subject. The state has some
