<br />of Stearns then you need to rezone that property. Mr. Koeth asked if there is an opportunity for them <br />to even recommend rezoning. Mr. O'Malley said there is and the master plan constitutes the board's <br />recominendation for the land use classification of every parcel of land in the city. He said 80% of the <br />town is Single Family Residential and he can't image why it would be changed, so the board should <br />go to the most important things first. Mrs. Hoff-Smith said we don't have anybody who is really <br />practicing economic development in the city. No one that is courting offices, corporate offices, or <br />light industry, so the land just sits there until someone comes along, and that someone coming along <br />is retail. If we have a plan that is actually followed by the board and the administration, that problem <br />will cure itself over time. Mr. Conway said that is why you get the professionals involved; to <br />prevent future lawsuits. You want to have some expertise in this process and keep the city out of <br />lawsuits ten years from now. Mr. Spalding said back in the early 1970's there was a push to rezone <br />the western end. Mr. Conway said it was Mixed Use D, which ended up being used on Parcel E as <br />modified. There was a theory that there would be Mixed Use D beyond Stearns and nothing ever <br />happened. There were a number of Planning Coirunission members that were discouraged and even <br />with the momentum they developed, the plans didn't go any place. A lot of people left the <br />commission at that time and it never got carried through. He would love to see the board identify <br />areas that they think should be rezoned and make a presentation to Council. Mr. Koeth said what <br />should happen next is they should get as much inforination as possible from regional regarding the <br />census, and they need to get the Vision 2000 reports from the Mayor. Mrs. Kilbane will obtain those <br />reports froin the Mayor. Mr. O'Malley said he will contact the regional planning commission to ask <br />them how they can gain access to the U. S. census. It may be something on disk that can be <br />distributed. Mr. Conway said if the board really wants aerials of the city, he has thein in his <br />department. He suggested they identify areas they would like to see and then contact him. Mr. <br />O'Malley suggested that Mr. Koeth might make further inquiries of the Mayor and the Chairman of <br />the Finance Committee as to the status of the funding, and assuming the funding is provided then the <br />next step in actually retaining the services of the regional planning commission. We'd have to solicit <br />a proposal and probably have to have an ordinance introduced, and define for them the scope of the <br />work they would be bidding on in order to get them hired in a timely fashion so they can get out here <br />and steer us. 1VIrs. Hoff-Smith asked if they can proceed with getting a person from Council <br />assigned to the coinmittee, as well as from the other boards. Mr. Koeth said they are not at that point <br />yet. Mrs. Hoff-Smith said it will be good to introduce them to the concept. Mr. Spalding suggested <br />thinking of other areas within the city where they can do some good planning. He mentioned the <br />Motorist Service area on the west end. Mr. Conway said it may behoove the board to have someone <br />contact North Ridgeville to see what they are doing at their end of town to see if we can blend into <br />what they are trying to accomplish. Some of their plans fell through and we don't want to be building <br />limited industry next to a motel. <br />Chairman Koeth excused the absence of Mr. Hreha and Mr. Allan. <br />IX.
