parcels is B, Residence, Single. The location is on the north side of Lorain Road approximately 160 feet east of <br />Ranchview Avenue. There is currently a separate proposal before Planning Commission to consolidate these <br />parcels. <br />THIS PROPOSAL HAS BEEN WITHDRAW FROM THE AGENDA AT THE REQUEST OF TI3E <br />APPLICANT. THE PROPOSAL WILL RETURN TO THE PLANNING COMMISSION ON JANUARY 13, <br />2004. <br />2. Consolidation Plat and Rezoning for 23420 Lorain Roacf; WRD 2 <br />The proposal is to 1). Consolidate Pennanent Parcel Number 231-26-006 (approximately 0.62 acre, and <br />known as 23420 Lorain Road) with Permanent Parcel Numbers 231-26-004 (approximately 0.18 acre) and <br />231-26-005 (approximately 0.13 acre), and 2). Rezone Permanent Parcel Numbers 231-26-004 and 231-26- <br />005 to Retail Business, General. The consolidated parcel will be 0.9514 acre. The location is on the <br />northwest corner of the intersection of Lorain Road and Clague Road. Zoning for permanent Parcel <br />Number 231-26-006 is Retail Business, General. Zoning for permanent Parcel Number 231-26-005 and <br />231-26-005 is C, Residence, Single. <br />The existing permanent Parcel Numbers 231-26-004 and 231-26-005 do not conform to the area and lot <br />width requirements of the Zoning Code. The required area is 8,700 square feet, and the actual areas are <br />approximately 7,700 square feet and 7,300 square feet, respectively. The required lot width is 60 feet, and <br />the actual widths are approximately 50 feet. The existing Permanent Parcel Numbers 231-26-004 and 231- <br />26-005 conform to the depth requirements of the Zoning Code. <br />The existing Permanent Parcel Number 231-26-006 does not conform to the area requirements of the <br />Zoning Code. The required area is 40,000 square feet, and the actual area is approximately 26,840 square <br />feet. The existing Permanent Parcel Number 231-26-006 conforms to the lot width requirement of the <br />Zoning Code for the frontage along Clague Road. The proposed consolidated parcel will conform to the <br />area and lot width requirements of the Zoning Code. <br />Chairman Koeth reviewed the proposal. 10'Ir. Durbin pointed out there is an error in the first sentence of <br />the write-up. The parcel number should be 231-26-006, not 321-26-006. The clerk indicated it will be <br />corrected in the minutes. <br />Annlicant's Presentation <br />Mr. Mark 1VIontgomery came forward to address the board. He said they own the corner bank building at <br />the site and over the last year and a half they were originally marketing it toward another bank. That has <br />fallen through. They secured the two residential homes located behind them and their goal now is to turn <br />around and get the lot consolidation complete and rezoning done for the third home, to be Commercial <br />General Business. Their goal after that is to add an additional 6,000 square feet onto the existing 3,000 <br />square foot bank building. He presented an artist's rendering of the proposed new building to the board. <br />He showed them the existing bank building and said they would reface it and kick up the front end of it. <br />They would use staggered, elevated heights. <br />Board Member Questions and Coanments <br />Mr. I,asko asked if the building would face to the east. Mr.1Vlontgomery replied it will face east, Clague <br />Road. Mr. Yager asked how the building will sit on the site. Mr. 1VIontgomery reviewed the picture and <br />said there are existing curb cuts and they are not looking to add any. There was further discussion about <br />the rendering. 1dIr. Koeth asked what is beyond the two other residential lots. Mr. Montgomery said <br />there is a third residential home that they are in the midst of securing. They met with the owner who <br />originally opted to stay there. Mr. Montgomery said she, the owner, has seen the blue prints, the plans, and <br />about a week ago she contacted him and said she is thinking it might be a good time for her to move as <br />well. He said they met on Sunday and she contacted him today and said she is interested now in selling. <br />As long as they can put the numbers together and make it all work, their goal is to take that space and turn <br />it into a green zone and it would also be converted to commercial zoning. The next lot past her is the <br />church so they would be surrounded completely by commercial applications. He added that as the drawing <br />shows it would be a plus to the city to have that corner cleaned up. NYr. Koeth said he is not sure that what <br />8
