Planning
Commission has listened to the neighbors and taken into account their concerns throughout
the proposal process. Planning Commission not only serves the City but the neighbors as well
and when communication becomes misdirected or mixed up Planning Commission is effected
by that, there is integrity issues as well as ethics issues. Considering what Planning
Commission has been through and how the proposal started out two years ago and what the
city has now includes both good and bad things. Based on what Planning Commission has
gone through the applicant should know that Planning Commission and the neighboring
residents will hold the applicants feet to the fire to make sure that what has been promised and
approved by each of the commissions is followed.
VII. COMMITTEE REP012TS
Mr. Koeth indicated that there have been times that neighbors or developers have called or
tried to contact board members at home regarding projects before the commission and he
personally feels that applicants and neighbors should address their comments to the City
Planner so that she is fully aware of all conversations taking place. His opinion is that all
parties should go through the Commissions office. Ms. Wenger believed that as the
commissioners are volunteers their privacy should not be invaded by developers or residents
with direct calls to the commissioner's homes. It is the Commissioner's option as to whether
or not they wish to have discussions with interested parties however initial contact should be
through the Commissions office. The office should relay the message to the commissioner
who can then choose whether or not to contact the inquiring party. Mr. O'Malley advised
that if the commissioner's chose to discuss a proposal outside a meeting they should make it
very clear that it is their personal opinion not that of the commissions. The city wouldn't
want developers or residents trying to say promises or representations were made outside the
context of a public meeting. All the Commissioners agreed that they should not be contacted
outside the Planning Commission meetings.
Ms. Wenger stated she would like to set up a morning training session for the Architectural
Review Board, Planning Commission and the Board of Zoning Appeals so that each of the
boards can have an understanding of how each board functions, how each board operates, how
they are all related and interconnected and how recommendations should be received or
incorporated into the deliberation of each of the boards. The final vacancies should be filled
by early September. So she would like to have a Saturday training class September 18, or 25
for a few hours. Mr. Yager voiced that he thought the amount of variances being granted in
North Olmsted were out of control.
VIH. ADJOiTRNMENT:
R.
