Carnegie Management & Development Corporation, Parcel E: <br />The proposal consists of approximately 211,000 square feet of multiple family housing <br />which includes an 86,000 square foot garage and approximately 211,000 square feet of <br />retail space spread over four (4) buildings and a below grade parking garage. Note: <br />Structures have been relocated from the approved preliminary plan. The Planning <br />Commission approved the preliminary land use on May 27, 2003. Board of Zoning <br />Appeals granted variances on 12/4/04. Planning Commission addressed the proposal <br />9/23/03, 10/28/03, 11/25/03 and 4/27/04. The Architectural Review Board addressed the <br />proposal on 11/19/03 & 4/21/04. Variances are required. <br />Chairman Koeth called all interested parties forward to review the proposal. Mr. Berryhill <br />with Carnegie Management, and Mr. Gilmore with Target Corporation, were present to <br />review the proposal. Mr. Koeth reviewed that the board had a caucus meeting to review <br />plans received at 4:30 p.m. which put them in a situation of not being able to adequately <br />review the plans. The board would like to address the Target Store only. The remaining <br />buildings will be discussed at Planning Commissions next meeting. The Building and <br />Planning Departments have not had an opportunity to review the newly submitted plans <br />and it is imperative that the two departments have time to review the plans so that they can <br />accurately give their reports. In addition it seems that each time a set of plans are received <br />there are multiple changes to them which no one has knowledge of prior to receiving the <br />plans. Mr. Berryhill voiced his frustration over the outer buildings not being addressed. <br />Mr. Gilmore reviewed the alterations that were made after meeting with the Architectural <br />Review Board and Planning Commissions last meeting for the members. 1). The white <br />walls now flank the western southerly area. 2). Size of Target sign has been reduced to 4- <br />feet lettering. 3). Towers will now have metal roofing. 4). Cart storage area is now in the <br />north east corner at the base of the north mounds. Cart storage will be screened with <br />landscaping. 5). The 8-cart corals will resemble those at Wal-Mart and will be emptied <br />each night. 6). Target's hours of operation will be from 8:00 a.m. to 10:00 p.m. Board <br />members requested the cart corals be shown on the plans in the parking lot as well as the <br />landscaping that will buffer the cart storage area. <br />The following residents were present: <br />Mr. Schoulis President of Homeowners Association, Mrs. Diver Secretary of Homeowners <br />Association, Mr. Poffenberger abutting neighbor, Mr. Gouker abutting neighbor, and Mr. <br />Orlwski, a Resident. Residents voiced the following concerns: <br />1). The building still does not resemble the first plan, which the Target rep says they had no <br />knowledge of the drawing to begin with. 2). They do not feel the applicants have been <br />forthright with the City and residents as to what their true intent is. Plans continue to <br />change with each and every plan submitted. 3). Residents want two entrances at Target not <br />just one or move entrance to south west end. 4). Questioned why Target does not build two <br />story buildings or have two entrances. 5). Residents do not want to here the noise from the <br />carts being slammed around. 6). Carts should be stored inside grocery stores don't even <br />store carts outdoors now. 7). Residents asked for copies of any plans for residents by <br />applicants. Mr. Gilmore agreed to bring plans for residents. He voiced that no Target <br />stores their carts indoors. The carts have metal frames with plastic body so they will not be <br />noisy. The only Target stores which have two entrances are Target super stores. South <br />entrance at this site would be too dangerous. The land volume does not warrant a two story <br />store. Mr. Gilmore voiced that the proposed Target is one on the most elaborate stores in <br />Ohio. <br />2
