have Sprint come back with other possible locations for the tower and they did not do it. Ms. Habinski
said they have been talking about it all night. Mr. Koeth said the Commission asked for different
locations. The Commission has a map with one dot showing one recommendation. He said since they
did not receive anything from Sprint, they actually had the Assistant City Engineer indicate on a map all
of the locations on the site that meet the 300 foot setback, as was previously requested. It is the green
strip on the map. He said he would like to request, again, from Sprint, other site locations on the school
property. He wants them to consider other options. Ms. Habinski said she would like some clarification
on what they consider another site to be. She asked if they need to submit a site plan. Mr. Koeth said
no, they did not give the Commission anything, other than the one location. He marked an "X" on the
map he has and said that could be another spot. He said they can go farther down even though Mr.
Hyland said the north end of the stadium would not be a good location. There could be another spot
closer to the building that could be another consideration. That is what the Commission is asking for.
They will not deny the applicant the chance to have a tower but the Commission is looking out for the
safety of the children, the neighbors, and other people that go through that area. He said come back and
give them a couple different locations. They still might not agree on them, or they might. Ms. Habinski
said they have been through that property so many times and the only other potentially feasible location is
the soccer field, which they agreed would not work. Mr. Koeth said the Commission did not get
anything from Sprint and they want options. Ms. Habinski said Sprint's viewpoint on this is they came
to the City with a pretty good application, and have submitted everything that was requested of them.
Mr. Koeth strongly disagreed. Ms. Habinski said she feels like the Commission wants them to look at
every single square inch in the green area of the map. Mr. Yager said yes, they should. Ms. Habinski
said there is a Board that has signed a lease, and there is the facilities manager saying the proposed
location makes sense. Mrs. Hoff-Smith said that was all done before meeting with the Planning
Commission. Her suggestion would be not to go back on their own but meet with the School Board with
the Coinmission's recominendations in mind, and find a location they can both live with. Mr. Hreha
asked why Ms. Habinski is so unwilling to do this. Ms. Habinski said she is not unwilling but she is
frustrated with the sense she gets from people that Sprint doesn't care or try. They are trying to do
something that will benefit the schools.. The school will get annual income, monthly income from this
and they are getting rather bashed. Her only problem with looking at another site is that it adds time to
this process. Mr. Koeth said if they would have come tonight with the different sites that were
requested, they could have talked about it. 1VIs. Hlbinski said she doesn't have another site. Mr. Hreha
said he hears Ms. Habinski saying how cooperative Sprint is and that they have given the Commission
everything requested, yet he hears the chairman saying we did not get what was asked for and the
treasurer of the Board of Education is saying they never had an opportunity to consider a different site.
Ms. Habinski said he does not speak for the Board of Education. Mr. Hreha said he would really like to
see Sprint consider some other sites, and work with the Board of Education and come back. Ms.
Habinski said she would be very interested in having as many Commission members as possible join
them in visiting the site. Mrs. Hoff-Smith said she does not have a problem with the proposed location
if it turns out to be the best one, but the discussion here has brought forth that maybe it is not. Mr. Kevin
Adams, the construction manager on the project, came forward to address the Commission. He said he
sees the different points of view on this. He said when Ms. Habinski speaks of the frustration it has to do
with going in circles, on the other side, they would like to do what they can to make it right. His
suggestion is they take a step back and take a look and find if they can agree on one, two, or three
candidates in the green area the Commission has shown. This is with the understanding that when they
do take a walk out there it will be with the maintenance rep, the Board of Education, and any other boards
they might run into. He would be out there on the construction side and Ms. Habinski is an attorney and
understands the process really well and they can agree on something. Mr. Yager said this is ideal now
because what he is hearing is now being done and that is they will evaluate one more time and look at an
alternative. He said they talked about marking the site previously. He would be interested in seeing that
before the meeting if they can stake as close to the trees on the other side of the creek as possible to get it
away from the activities they spoke about at the last meeting. Then when they get together, if anyone on
7
