M .? . w <br />The spacing for the 13 new trees is such that they need to be placed in a manor, which will work <br />with the existing trees. The chairman suggested placing juniper Cheyenne in groupings of three <br />in front of the fencing panels to the west to replace some of the spruces. The applicants <br />indicated that there would be 6 parking spaces added to the lot to meet code. They would like <br />to go before the Board of Zoning Appeals for an irrigation variance. It was discussed that the 5 <br />light poles in the rear parking lot would be shielded. It was discussed that the total height of the <br />pole lights would not exceed 17-feet total. The board reviewed that when the owners replace the <br />existing lawn the irrigation system should be put in place even if a variance is granted now. The <br />Building department indicated that the lighting is to code. The dumpster will be placed in <br />enclosure next to the ramp constructed of the same material as the ramp. The size of the <br />dumpster for the building is the smallest commercial dumpster available. The board suggested <br />that if the applicants are allowed a wood enclosure they request that a galvanized steel rail <br />system be utilized. Placing planting bed in front of ramp would also protect the ramp from cars. <br />The use of cedar for the ramp and dumpster area was suggested. The board also requested that <br />the applicants paint the wood trirn, columns, and windows around the house. The board <br />suggested looking at resizing the northwest island around the handicap parking space. If the <br />island remains, an omamental tree would work with a ta11 trunk. Applicants to work with city <br />forester for number and placement of trees. <br />J. Nader motion to approve V.F.W. Post 7647 of 30036 Lorain Road their request which <br />consists of site improvements, additional parking, site lighting, landscaping and adding <br />handicap access ramp to rear of building as submitted with the following <br />recommendations; 1). The front tree is to be prune and kept. 2). The plans should show <br />day lilies. 3). Place planting bed around grounds sign and handicap ramp. 4). Reevaluate <br />the placing of the Norway spruees by working with ezisting conditions and the forester for <br />best placement. 5). Number of trees to remain but can trade tree species. 6). Use Juniper <br />cheyenne along the west fence as discussed. 'n. A wooden dumpster enclosure is o.k. if <br />Planning Commission approves and applicants use a galvanized steel rail system. 8). <br />Landscape bed near handicap parking as discussed. B. Zergott seconded the motion. Roll <br />call on the motion; J. Crook abstained, J. Nader and B. Tergott "yes". 1Vlotion Passed. <br />Planning director reviewed that the applicants needed to submit an application for Board of <br />Zoning Appeals and the number of plans which would be required for Planning Commission <br />and the Board of Zoning Appeals. <br />The Arclutectural Review Board briefly discussed the new library and requested the clerk <br />submit a letter on their behalf to Planning Commission, Council, and the Mayor regarding their <br />concerns. <br />VI.
