The commission <br />discussed the process for homeowners applying to receive a plaque in and outside the Historical <br />District. <br />VI. COMIVIITTEE REPORTS: <br />VII. OLD BUSINESS: <br />Rules of Procedure for Landmarks Commission <br />Mr. O'Malley reviewed that the commissions rules of procedure is one of the items on the <br />checklist to meet the Certified Local Government (C.L.G.) application requirements as was the <br />local charter changes and appointments of the historical related professionals. He did not feel <br />that the secretary should be the Plauning Commission representative. The commission discussed <br />the position of secretary being elected each year by the commission. Mr. O'Malley requested the <br />board let the Law Department review the rules of procedures and add definitions and possible <br />changes. He also felt that the board members themselves should review the rules and make <br />recommendations for possible changes. The Commission discussed plans changing once <br />approved and who is responsible to enforce what is approved. Mr. Lang felt the commission <br />should address a checklist he created for Landmark applicants to help guide them in being <br />prepared to go before the commission. The Commissioners would like the issue of windows <br />and doors addressed in the historic district currently homeowners are not required to pull permits <br />for changing windows or doors. Therefore, the commission does not have an oppomwity to <br />know when owners make those changes in the historic district. If the City becomes a Certified <br />Local Government then the City and Historical district will be eligible for grants and funds from <br />the Ohio Historical Society. The commission discussed the ability to oversee homes outside the <br />Historic District, which are historical or eligible for plaques. The commission continued the <br />discussion of the rules of procedures to the next meeting. <br />VIIL ADJOURNMENT: <br />B. Lord moved to adjourn the meeting. P.
