Commission Meeting
April 8, 1998
Page 2

installation. City Council has also suspended the rules for approving the contracts with the
engineering firm so that both projects may proceed expeditiously and concurrently. The
engineering firm, Polytech, Inc., has been hired to perform all the necessary specifications.
Mr. Bohlmann explained that the bid for construction services should go out by early June and
should hopefully be under construction by July. He stated that the project might possibly be
completed by late September or October of this fall.

There was some discussion regarding the specific work to be done on the roof and it was
determined that not enough information had been ascertained by the engineering firm at this
time to determine the exact condition of the structure. The members representing the North
Olmsted Hockey Club and West Shore Figure Skating Club felt that a delayed start would
adversely impact their organizations. This impact could even possibly result in their respective
clubs having to disband because they will not be able to rent ice time elsewhere. Mr. Tetzlaff
inquired about being able to use the Ice Rink while the roof is under construction.

Mr. Bohlmann stated that he would consider all options that might facilitate improving the time
line for completing this project ahead of his initial estimations including the possibility of
performing construction during off hours in the Ice Rink.

Report by Recreation Commissioner:
Mr. Dolansky stated that he would not be reviewing the Administrative Report unless there
were any questions at this time.

Mrs. Hayes inquired about the nature of the disciplinary problems at the Recreation Center.
Mr. Dolansky explained that most of the problems were occurring in the parking lot or in the
back of the building during Friday Night Open Skates. The Building Supervisors and Auxiliary
Police are primarily supervising inside the building at these programs. The Police Department
has added some patrol coverage outside of the building in addition to enacting some other
increased visibility measures.

Mr. Smith suggested we start hiring part-time employees at level slightly above the minimum
wage so we don’t take the impact when the new minimum wage increases take effect. Mr.
Smith also stated that the Monthly Income Report for March showed an increase in the Ice
Rink income. Mr. Dolansky replied that late billings had come in. He also noted that the year-
to-date increase in revenue was about 10% which was 5% over initial estimations. It was
noted that there was also an increase in Concession. Mr. Dolansky replied that hours have
been cut back and business is being conducted only during prime times. Employees are also
focusing more attention on reducing waste and inventory on hand.

Report by Safety Director:
Mr. Jenkins complimented the Recreation Staff on the Easter Open House. Mr. Jenkins also
stated that our neighboring community, Lakewood, was also considering a Skateboard Park
and they are advertising a public hearing. As the project in North Olmsted moves forward he
felt that this same consideration should probably be presented to our community.
