Commission Meeting
July 12, 1999

Page 2

Mr. Morgan stated he would like the Recreation Commission to set up a committee for the fee
structures for the ice arena. He would like to increase the ice time from $115.00 per hour to
$125.00 per hour. This would increase revenue for the Recreation Complex. The ice arena
revenue is down about $31,000. $20,000 in public skates and skate rental. We are also down
about $2,000 in learn to skate lessons. The Spring League Hockey is down about $6,000. Mr.
Morgan also stated the pool is down $18,000 and this is due to the new facility in Westlake. We
took a loss of $7,000 per year because of the Westlake facility. Mr. Jenkins asked about
$10,000 increase in Team Sales. Mr. Morgan stated the a Hockey Club bill was due in 1998 but
paid in 1999. The Hockey Club bills are finally brought up to date. For the Fall & Winter
programs the Hockey Club will not be permitted to play on the ice until we have a signed
contract.
Mr. Morgan stated that with our reciprocal building permits we give the schools use of the rink,
pool & gymnastics area. We also provide soccer and baseball. Each year we seem to loose a
little more Gym time at the Schools. We are loosing two more Saturdays next year. When we

loose the use of the Gym area it affects our revenue.

Report By Safety Director:
Mr. Jenkins stated per Mrs. Carrie Copfer, Finance Director, that the long term bond issue will be
paid off this year. The Cost of the roof and HVAC unit will encumber half of the money from the
bond issue. The .7 mill levy gives us the ability to leverage additional borrowing up to 1.2
million. This will be dedicated to pay off the notes on the roof and HVAC unit and also to get
some projects completed.
Mr. Jenkins stated he had a list from Mr. Stein of some of the problem areas in the facility that
need immediate attention.

Sub Committee Report:

A committee was set up to meet and discuss increasing fees for the fall and winter programs.

Old Business
Claire Hayes stated at the May meeting there was some discussion on the possible purchase of
the property at Bradley Road. Mayor Musial stated the recommendation he is looking for is
recognition in securing the green space. He also stated the recreation funds are sparse and a
reflection is expanding the green space with the property at Bradley Road, but not at the expense
of recreation funds. Mrs. Kasler stated if the expense is coming out of the general fund it will
affect all the operating costs in all the funds. There was further discussion regarding the use of
the fields and the cost of property and developing the property. The Recreation Commission
made the following resolution in two parts. The first part of the resolution was that the North
Olmsted Recreation Commission endorses the principle of the acquisition of green space for
future Recreation use. The second part of the resolution is that the North Olmsted Recreation
Commission recommends for consideration by the North Olmsted City Council the purchase of
the Bradley Road site provided the priorities of the City are not compromised by financial
priorities of the purchase. Carolyn Kasler stated yes with comment and yes on the first part.
Mrs. Kasler agrees on the second part of the resolution with a very restricted language, all others
in Favor.
There was some discussion regarding the demand for basketball courts in North Olmsted. Mr.
Smith stated there is additional space at the sports complex at the west end of town. We would
have to find out the cost. It is an option to use in the interim. Mr. Morgan stated we have free
gym space at the school and it would be cost prohibitive to pay for gym space at the sports
complex. The Recreation Commission decided to check out the sports complex and make a
decision after investigating the complex.
